The Study On Evaluation Of Public Services Capability Of Township Government In Hunan

2020 is to achieve the goal of building a moderately prosperous society in an all-round way,and the building of a well-off society in rural areas.To promote the development of rural areas,the construction of the rural areas into a beautiful home for farmers to live a happy life,the key is to meet the growing needs of rural residents of public services,to achieve effective supply of public services in rural areas.The government's public service supply capacity as a guarantee of public service supply"core effectiveness factor",the township government public service supply capacity evaluation is an important means of building a service-oriented government and realize the integration of urban and rural public service.It is an important and difficult task to reflect the ability of the public service of the government,because the ability itself contains the tacit knowledge and the internal structure is fuzzy.On the basis of government performance evaluation theory and resource-based theory,focus on "capacity",the connotation of public service supply capacity determination of government.The government's public service supply capacity is divided into potential supply capacity and effective supply capacity.According to the "management-capacity with stakeholders-satisfaction" evaluation model to build the structure model of supply capacity of effective public service government supply public service capacity and the potential of the government,based on the township government,to establish the evaluation index system of public service supply ability of township government.Factor analysis and cluster analysis were carried out by using the survey data of 100 villages and towns in Hunan province.Factor analysis results show that the potential supply capacity of public service of township government by internal governance factors,followed by the system design,economic resources,social resources,and human resources;effective supply capacity of public services by public agricultural services and basic public service factors,followed by the public risk services,public cultural services and public infrastructure service.The results of cluster analysis show that there is an imbalance in the supply of public services in Hunan.On the basis of empirical analysis,the paper puts forward that the township government should improve the potential capacity and effective ability of public service in different levels and priorities.
