Study On The Evaluation Of The Public Service Ability Of Yinchuan Township Government

BackgroundFor a long time,the imperfect mechanism of coordinated development between urban and rural areas has become a deep contradiction that restricts China's realization of building a well-off society in an all-round way.Under the dual pattern of urban and rural areas,the gap between rural public services and urban public services in China continues to expand.From the regional perspective,public services in western provinces lag behind those in eastern provinces;from the urban and rural perspective,public services in rural areas lag behind those in cities.Guided by the grand blueprint of building a well-off society in an all-round way in2020,the Party and the government implement the "strategy of rural revitalization" and promote the basic public services with "equalization" as the core to narrow the existing public service gap.The overall improvement of the public service capacity of township governments in China has become an important grasp to narrow the gap between urban and rural public services and to achieve the goal of building a well-off society in an all-round way by 2020.ObjectiveThe purpose of this paper is to construct an evaluation index system of township government's public service capability by combining theoretical and empirical research.By selecting three towns in Yinchuan City for empirical investigation,we can understand the current situation of township government's public service capability in Yinchuan City,and calculate the score of township government's public service capability in Yinchuan City basedon the data obtained from the field survey.According to the research results,we put forward relevant policies.Suggestions are made to promote the level of public service capacity building of township governments.MethodsThis question comprehensively uses qualitative and quantitative research methods,uses literature review and interview methods to collect and sort out the research literature and related information on the ability of government public service,absorbs the existing research experience and constructs the evaluation index system,and uses the entropy weight method to assign weight.The evaluation model including four dimensions is constructed,and the scores of the three townships are calculated based on the principle of weighted summation,and the public service capacity building of Yinchuan Township Government is evaluated comprehensively.Results1.After literature review and field research,the evaluation index system of public service capacity of township government is constructed and the discrimination measurement is carried out.Finally,20 evaluation indexes are determined,and the corresponding weight is given by using the entropy weight method.The public service capacity of township government is divided into four evaluation dimensions,namely,agricultural production public service capacity,life public service capacity,welfare public service capacity and direct public service capacity of township government,with weights of 19.92%,33.69%,28.17% and18.22%,respectively.2.Empirical analysis of three townships in Yinchuan City shows that: 1.the public service capacity of township governments in Yinchuan City presents three stages of development: high,medium and low;2.the structure of public service capacity of township governments in Yinchuan City is imbalanced;3.township governments lack public serviceautonomy;4.the supply of cultural and leisure services in Yinchuan City is insufficient;5.rural farmers in Yinchuan City.The supply of vocational training services is insufficient;6.The supply of new rural cooperative medical services in Yinchuan is insufficient;7.The supply of agricultural mechanization services in Yinchuan is insufficient.Recommendation:1.Strengthen the self-construction of township government2.Optimizing the Public Service Capability Structure of Township Government3.Strengthen the Service Orientation of Township Government4.Promoting complementary functions between urban and rural areas and enhancing the public service capacity of township governments5.Promote the balanced development of public services in towns and townships by integrating urban and rural development6.Strengthen the Public Service Function of Township Government with the Concept of Green Development...
