Study On Development Issues Of Rural Private Pension Institutions In Zhao County,Hebei Province

The supporting problem for the aged in rural areas is not only related to its own interests,but also to the stability of the whole rural economic society and the construction of a well-off society in an all-round way.Aging structure being in urban-rural inversion,the decline of family pension mode in rural areas and disadvantages of public pension institutions make the rural endowment pressure rising,with the reform and development of rural endowment cause on the agenda.The Civil Administration Departments of China has been reforming the socialization of social welfare since the middle of 1980 s and has initially constructed a social pension service system which is based on the home,supported by the community and sustained by the institutions.Private pension institution as an organic part of institutional pension mode,makes up the defects of the family and the government,and meets the growing demand of the social endowment service.Not only in the city but also in rural will private pension institution which is expected to be the wave of the future play an important role in supporting the rural endowment cause and pension systems.This paper is on the basis of studying and summarizing the existing research achievements of scholars at home and abroad,and is supported by the theory of welfare pluralism and resource dependence theory.And by taking Zhao County in Hebei province as an example,the paper obtains first-hand information through the methods of literature,questionnaire survey,visiting and observing and case study.After comprehensive understanding the current situation of the development of rural private pension institutions of Zhao country,the paper is striving to analyze the difficulties and problems encountered in the development.Aiming at the problem of system and mechanism obstacles in the development environment,service and operation management,the paper puts forward some both macro level and specific operational recommendations for decision-making reference.The full paper is divided into seven parts: Part one is the introduction.It mainly focuses on the research background and significance.The research content and method is proposed on the basis of the literature review.And then it points out the paper's innovation and shortcomings.Part two is the definition and theoretical explanation.This paper studies the concept of interpretation about the legal characteristics of private pension institutions,relevant policy documents and the comparison of advantages and disadvantages between public and private pension institution.Then the theory of welfare pluralism and resource dependence theory are explained.The third part is the present development of rural private pension institutions in Zhao County.After introducing the policy environment,social environment,market environment and cultural environment for the contents of the macro environment,it also analyzes the current situation of the development of the access to external resources from the micro angle of the development of the rural private pension institutions.The fourth,fifth and sixth parts respectively describe the problems,causes and countermeasures of the rural private pension institutions in the development environment,service and management.Part seven is the conclusion that it is important to establish a good external and internal development environment for rural private pension institutions.And this paper argues that rural private pension institution to achieve long-term development needs their own efforts,the government's guidance and support,and also needs the attention and support from all walks of life at the same time.In addition,it points out the deficiency of the paper and the possibility of future research.
