| In recent years,because of the rapid development of information technology personal life,business,national strategy,government governance have undergone great changes.Government,social organization and individual are creating wide variety and different ways of data all the time.This is big data,which has quietly entered people's daily life.Big data technology has been widely used in business,and many companies use big data to collect,process and analyze various customer data to achieve the goal of predicting consumer preferences,demands and real-time tracking the inventory.At the same time,our government could also use big data technology to improve governance capacity.But how to in charge of the initiative and core competitiveness and achieve the rapid improvement of government governance capacity in the era of big data technology as the core,is the problem which our government is facing to.Based on the hot issue of how to enhance the government governance capacity with big data,this paper draws lessons from the literature,summarizes the experience and uses the comparative analysis method,then deeply digging the present big data using effect in Guiyang city government.Summing up the advantages from its development,trying to find out the constraints of big data in the improvement of government governance,and improve the governance model to provide accurate entry.Some suggestions about how to improve the level of government governance with big data was put forward on the basis of summarizing the practice of using big data for governance experiences in the US and South Korea governments.At first,this paper analyzes the relationship between big data and government's governance ability,and the importance of promoting the governance capability in Chinese government.Combined to the specific examples in Guiyang City to illustrate on the government's management achievements,challenges,and solutions in the era of big data.Overall,the main achievements to the government are:First,build provincial cloud platform including Guiyang City;Second,set up a big data exchange;Third,set up big data key laboratory;Fourth,monitor the power seriously;Fifth,establish intelligent transportation system;Sixth,build an innovative central city.Due to China's current situation,there are many factors constraint big data applied in government and brought great challenges to enhance the governance capacity.First of all,the traditional government management system and concept has left some problems.Secondly,big data analytical tools and relate technologies are lagging behind.Third,the problem of data collection object's privacy and security issues;Fourth,lack of big data analysis specialist who can combine large data with public management.Finally,lack of citizen participation.Therefore,the article attempts to clarify the concept of big data and governance,focusing on analyzing opportunities and challenges in the context of the government governance innovation,and put forward the corresponding countermeasures according to specific issues:First,change the backwardness concept,enhance the awareness of big data and create big data management thinking in government;Second,vigorously cultivate cross-border compound talents,paying attention to the training of staff in government,cooperating with the power in big data enterprises,while strengthening the function of university's big data talent cradle;Third,strengthen the cooperation between government and others,expand the channels of citizen participation,and promote the cooperation between governments and enterprises;Fourth,improve the big data security system to ensure the safety of citizens,business interests,strengthen the protection of big data security technology,operational supervision and legal protection;Fifth,increase policy support,to build a unified big data platform,establish a decision-making mechanism in government agencies and further promote the sharing and opening of government data. |
