The Not-Government-Organization(NGO)is a form of civil organization between government and social.NGO has been playing a important role at restricting and supervising government' s power?offering public service and participating into social governance.However,Chinese government has a totalism that stopped the NGO from participating into social governance with a deficient governance capacity.After the" Comprehensively Deepening Reform" has been carried out,Chinese government is generalizing the“power list" system could urge the government to transfer the power and gain more permission and room for NGOs to participate into social governance.While the social problems becoming more and more complicate and diversified,the social governance needs the participating of NGOs.However,there are still so many restrictions that limit the promoting of NGOs' governance capacity.The restrictions come from both the government's contradiction about releasing power and NGOs' self-defect.Basic on many previous researches,this thesis confirmed the viewpoint that power list can accelerate government to transfer the governance power to NGO.With analyzing,we can found out the restrictions of promoting NGOs' governance capacity and the reason.And we could choose the methods of system perfection and promotion,government's supportive policy,and NGO self-regulation to improve the NGOs' governance capacity...
