Research On The Dilemma Of Community Governance And Its Countermeasures In Shenzhen

Since reform and opening-up,our country have continued to high speed development of social economy,but the basic social governance has failed to keep up with the pace of economic development,the contradiction of "powerful development,weak governance" grassroots social universal existence in China.As shenzhen,the frontier of reform and opening up,this contradiction is more prominent.Shenzhen is like a high-rise building,the ground buildings towering into the clouds,but the "foundation" of the building is not solid,the basic base is weak.For now,the community residents to the growing demand for a better life and the contradiction between the inadequate development imbalance has become the main contradiction of Shenzhen community of shenzhen community governance into bigger trouble.This dilemma will not automatically eliminated because of the high speed development of economy,instead,because of the progress of material civilization intensify contradictions,if not timely crack,will become the economic and social development on the road "stumbling block" and "obstacle".This paper uses normative analysis and empirical analysis,comparative study,case study method,to the urban community governance on the related research status at home and abroad and introduces the governance theory,participatory democracy theory,sustainable development theory and other related theory,analyzed the plight of community governance in shenzhen.Shenzhen while creating "yantian model" in the past successful experience of community governance,but at present there is a public policy implementation failure,too dependent on administrative means,residents' participation and satisfaction low weak distractions,community organizations and so on four big trouble.Causes of these difficulties include the heavy population pressure for the immigration and migratory birds city,community workstation unequal power and responsibility,lack of community public service resources,low levels of community democratic construction and the rule of law,etc.Through the analysis of the difficulties,drawing on the successful experience of urban community governance at home and abroad,the author presents a crack shenzhen community governance dilemma of some suggestions,including greatly increase the proportion of registered permanent residents in the city,optimize the industrial structure to guide population distribution,strengthen the leadership coreposition of community party organization,ensure the peer community work station power and responsibility,improve the autonomy of the residents committee,give full play to the construction of other community organizations,enhance the professional quality of the community workers,balanced community public service supply,to enhance the level of community under the rule of law,to further promote the Weaving Project and the Smart Community building,etc.
