A Study About The Role Of Government In The Industrial-Academic-Research Cooperation

As an important mean of building a national innovation system,improving the overall national strength and establishing a system that integrates science and technology into economic,the industrial-academic-research cooperation has been paid more and more attention to.And With the transformation of government functions,in research cooperation,the role of government such as decision-making and control should be also changed to the organization,coordination and supervision.Since the enterprises,universities,research institutes and government in Suzhou Industrial Park have different purpose and motivation,they pursuit different interests of the demands during the industrial-academic-research cooperation.And correspondingly the Government have taken explorative measures to boost the industrial-academic-research cooperation,however,there are still some problems existing in the Government management during the cooperation,including lacking of standardization in the management of Science and technology agency,lagging in research information platform construction and unsound credit evaluation system.Furthermore,with comparing the measures to domestic and international governments and concluding their experience in research cooperation,the thesis suggests that Government should reinforce the legal construction and the management of agency,meanwhile,make some improvement in credit evaluation system and platform construction,through which the government finally can realize the function in coordinating role of safeguards and organization.
