Research On The "Scale Integrated Management" Model Of The F Community In Hefei City From The Perspective Of "Wisdom"

In the nineteen major reports,general secretary Xi Jinping pointed out that the standard of ensuring and improving people's livelihood should be improved and the social governance should be strengthened and innovating.From social governance to micro level community governance,it is emphasized that we should improve public service system and constantly meet people's growing needs of life,so as to build a more orderly social order and enhance people's sense of achievement,satisfaction and happiness.Community governance is the implementation and improvement of social governance,the government,society,market and other social circles including governance between the need to cooperate actively,to explore a more effective mode of community governance,the power of community construction,so as to realize the great goal of modernization of social governance subject.This paper based on the background,in the wisdom of the community perspective,in the author's internship unit--Hefei Fangxing community"dazongguan" model as an example,in practice for six months,through on-the-spot investigation,the whole community including the surrounding residents Fangxing living environment were observed with real time interviews with residents and community workers to communicate and integrate the data writing research report.At the same time,the community leaders in Pukou,Nanjing and Minhang District,Shanghai,have been visited in detail to understand the model of community governance in the two places.Through a scientific comparison,this paper makes a comprehensive analysis of the three cities' innovative community governance models,and summarizes the similarities and differences of three cities in urban community governance.This paper is divided into four parts.The first part describes the topic of the thesis and the significance of the research,and also combs the relevant research results at home and abroad.The second part describes the basic characteristics of the smart community,analyzes the construction of smart communities in several representative cities in China,and summarizes the achievements and shortcomings in the process of building smart communities in China.The third part is the key point of the paper.First,from the two aspects of policy background and realistic development situation,we analyze the background conditions of the "grand comprehensive management" mode and explain its rationality.Secondly,the paper gives a general description of the "great fully mechanized" model,including its governance structure,operation process and work assessment mechanism.Then,by combing the results of the "great fully mechanized" model,it will be compared with the Pukou town of Nanjing and the community governance model of Minhang District in Shanghai.The fourth part of the paper is an objective analysis of the problems in its development in view of the innovation of the "great mechanized" model.Suggestions are made from the aspects of social work professional methods,such as the active involvement of the comprehensive managers,the improvement of the quality of the comprehensive managers,the integration of departments,the coexistence of modern culture and traditional culture,so as to promote the better operation and development of the"grand comprehensive management" mode.The author in the study found that the organizational structure in Fangxing community for the whole community to streamline,improve work efficiency.In the application of scientific and technological means,the two words of "wisdom" are put into real place,and the high-tech intelligent equipment is introduced actively,and the construction of the community is coordinated.At the same time,we should pay attention to the participation and governance of the residents,and give the community residents a wide range of common governance power to realize the "good governance" of the community.Under the "great comprehensive management" governance mode,the whole community has a strong humanistic care atmosphere,which highly agrees with the spirit of social and cultural development in the nineteen reports,and enhances the sense of satisfaction and happiness of the residents.The author believes that the current construction of China's smart community in the process of model construction frame has many mechanically,the lack of local characteristics.Hefei Fangxing community as the city's second street level community,based on absorbing the wisdom of the community development concept,to streamline the organization,innovation and organizational structure,combined with the characteristics of the region,out of the unique "dazongguan" road.his move has played a demonstration role in promoting the construction of our country's intelligent community,and it is worth learning from other urban communities,which is of great practical significance.
