Research On The Government Purchase Of Industry Association Services Under The Background Of Project System

The oil crisis of the 1970s brought about economic stagflation.Western countries,in order to reduce government operating costs and provide more efficient public services,promote the government reform movement,introduce market mechanisms,and break the monopoly of the government on the public service sector.The production of services is completed through government purchases.The government became the buyer,delegator and manager of the service.This is particularly evident in the United Kingdom and the United States.The assumption of the positions of Mrs.Thatcher and President Reagan promoted the government reform in these two countries.The main reform measures for reform are outsourcing some or all of the public service projects to social organizations through contract outsourcing.The government reforms in Britain and the United States have had an impact on the reform of the Chinese government.In the 1990s,China's first case of government purchase services appeared in Shanghai:In 1995,the Luoshan Clubhouse in Shanghai Pudong New Area was entrusted by the local government to the Shanghai YMCA.Subsequently,there have been cases in which governments purchased services such as pension services and government procurement education services.The purchase of services by the government has become a trend.It is also a policy tool that strongly promotes the change of government functions.This has led the government to hand over the work of "paddling" to the society and has been able to concentrate on"piloting" itself.In China,industry associations have emerged with the prormotion of government agency reforms.Different from the Western countries,most of the industrial associations are formed spontaneously by business owners.Most of the Chinese industry associations have official colors.And because in the past it was stipulated that only one industry association could exist in an industry,the industry association actually monopolized the industry management.Some industry associations even took over the government's functions and became the so-called "two govermments." In order to achieve standardized management and promote the stable development of industry associations,the state issued relevant policies in 2015,requiring industry associations and subordinate administrative departments to decouple,and gradually cancel the financial allocation to industry associations.At the same time,in order to help industry associations smoothly survive the reform phase,policies encourage industry associations to enter the public service sector while encouraging government agencies to purchase services from industry associations.This article uses the theory of governance and multi-center governance,public choice theory,principal-agent theory,and transaction cost theory to study the role and characteristics of the buying and receiving subjects in government purchasing services.A comparative analysis method was used to summarize the evolution of China' s government procurement service policies in recent years.The case analysis method was used to conduct in-depth research on government procurement industry association services under the project system.It was found that during the government ' s purchase of industry association services,there was still self-Top-down promotion problems.For example,industry associations are excessively dependent on the government,the quality of service is not high,and government departments are not adequately regulated.Sometimes buying services not only failed to achieve the original intention of the reform,but even undermined the public interest.The reason for this is mainly due to the fact that the industry associations had long been attached to the government departments and failed to develop their own business capabilities and service levels,and formed a path dependence.As a government department,there are many demands for the industry associations that attach themselves,so there is an omission in supervision and the two parties have reached a tacit understanding.Among them,some trade associations even serve as hackers and have contributed to the government's power to rent.In response to the above problems,the paper proposes corresponding policy recommendations:First,to enhance the business capabilities of industry associations,so that the industry associations can self-reliant,normal operation;Second,strengthen the government to purchase service contract management,clear the content and procedures for the purchase of services Third,the establishment of specific service quality standards,so that government agencies in the evaluation of service quality have evidence.
