Research On The Development Of Agency Industry In Construction Project Management

In China, project management is firstly implemented in construction industry. During the development of project management, experience from Lubuge Hydropower Project greatly contribute the development and reformation of construction industry and construction administration system. After the 10 years research and practice, relatively sound project management systems and series of professional qualification systems have been set up according to the international tradition. However, the simple management mode of construction project has greatly attracted the notice of the government and many experts. After becoming a member of WTO, the amount of the projects in China invested by foreigner and in oversea by the Chinese companies are increasing. In order to integrate in the international construction market, adopting more project management modes has become a very important and urgent task for Chinese government.Agency in construction project management is an innovated service trades providing project management for owners. The author analyzes how to develop the agency in construction project into an industry, with considering the government, industry associations and agency enterprises. The agency in construction project management and the relationship between the agency and other project parties are identified. Then he gives some advice for government to constitute, modify and complete the correlative law, regulation and codes, and to set up the agency industry association with the proposed responsibilities and tasks in the construction process. The dissertation further analyzes the implementation of the agency thought in the international project management modes and the main agency mode in China-attorney management system, and points out the development of the agency mode in China in the future. Conclusions are drawn and some advices on accelerating the development of agency industry proposed. The productions of the dissertation have the value on government's enhancing the development of the industry, and guiding significance about how to set up the agency association. It directs to some extent the future development of the agency enterprises.
