Study On The Cultivation And The Development Of Social Organizations By Venture Philanthropy-From The Perspective Of The First Community

With the rapid development of China economy, the community construction has been continuously deepening. Fruitful results have been achieved in innovating community governance, promoting community governance level, and perfecting the comprehensive construction of "small government, big society". In this process, social organizations have played an important role in innovating community governance. The 18th National Congress of China, for the first time, incorporated "community governance" into the programmatic documents of the CPC. In the 3rd Plenary Session of the 18th Central Committee of the CPC, this policy was further explained, and it was specifically proposed that China governance system and ability should catch up with the development of times by optimizing the governance scheme, enhancing the governance level, enhancing the overall constriction ability, constantly improving the social conflict prevention mechanism, guaranteeing the healthy development of public security, and maintaining social harmony. However, most of the communities are confronted with difficulties in the development process, such as the shortage of funds and resources, the weakness in organizational construction ability, the inadequate professional ability, and the imperfect management system. The practices of "venture philanthropy" mode can solve the problems above in a certain extent. Venture philanthropy has played different roles in five dimensions, namely endowing "the hematopoietic function" to social organizations, promoting government-community interaction, enhancing the voices of social organizations, innovating the ways of community service supply, and improving residents’sense of belonging and government recognition. It is safe to say that venture philanthropy has achieved innovative community governance, promoted social vitality, and enhanced the development of social organizations. In this paper, the first venture philanthropy activity in Hubei Province was taken as the example to analyze how could the venture philanthropy activities promote the cultivation and the development of social organizations, based on which the successful experience and shortcomings of this activity were figured out, thus to put forward the improvement suggestions as a reference for the better development of social organizations through venture philanthropy.This paper is divided into five chapters.The first chapter is the introduction. In this chapter, the research background and significance was introduced, and the related domestic and foreign literatures and journal articles were reviewed to identify related theoretical knowledge of this topic, thus to clarify the research methods and ideas of this study.The second chapter, the primary modes of the different developing stages of China social organizations were introduced, and the features and functions of the four modes (government dominance, free development, government-community cooperation, and venture philanthropy) were analyzed, based on which the inevitability of the rise of venture philanthropy was figured out.The third chapter includes venture philanthropy-the practice approach of the development of social organizations. Taking the first venture philanthropy activity in Hubei Province as the example, the operating experience of this activity was learned.The fourth chapter includes the functions-the vitality of social organizations brought in by venture philanthropy. In this part, the functions of venture philanthropy in endowing "the hematopoietic function" to the social organizations, promoting government-community interaction, enhancing the voices of social organizations, innovating the ways of community service supply, and improving residents’ sense of belonging and government recognition were summarized. It has shown that venture philanthropy has played an indispensable role in achieving innovative community governance, enhancing social vitality, and accelerating the development of social organizations.In the fifth chapter, suggestions for perfecting the development of social organizations through venture philanthropy were proposed.
