The civil servant is regarded as national public administration and carriers and implementers of social public management, full play of enthusiasm its influencegovernment organize implement administration and offer society service basic realization of executive function this directly, and implemented the result in every set principles and policies of government at all level. After ten years' continuous innovation and development, the motivation function of Motivation Mechanism of civil servant has got great achievement in China. But there are also motivation dysfunctions in some extent because of concept, environment, and system and so on. It has great reality significance to search and perfect the method of making good use of motivation function.In order to find the perfect way, the author studies on motivation dysfunction during civil servant management, especially focus on motivation mechanism itself and outside factors which influence the motivation function. The total paper includes four chapters. Chapter1 is about the structure and function status of motivation mechanism during civil servant management in China. Chapter2 is the author's observation on motivation dysfunction issues in China. Chapter3 is about the analysis of the cause of the question. In the last chapter, the author searches the countermeasures on how to make the motivation function of motivation mechanisms efficient, for example changing the motivation concept, optimizing the administration nature, innovating the motivation system and using different motivation ways and so on.
