The rapid development of the sharing economy has brought tremendous changes to people's lifestyles and methods.As an important product of the sharing economy,shared bicycles have a loan-on-use and loan-on-use usage model that has greatly changed people's short distance The way of travel has become the "favourite" of the city's slow traffic,but because of the huge benefits of the bicycle sharing market,more and more companies have entered the bicycle sharing market,which has led to an increasing number of bicycle sharing in the market.Everywhere is a shared bicycle that is randomly discarded and parked.This has made it possible to improve public traffic congestion and solve the problem of shared bicycles traveling in short distances.Instead,it has become a "culprit" that occupies public space and hinders traffic.At the same time,it also brought tremendous pressure to government departments when carrying out public management work.In order to gain a deep understanding of the problem governance model that appears in the development of shared bicycles by government departments,this article starts from the perspective of collaborative governance theory,follows the idea of taking theoretical research as the basis,investigating practice as the process,and combining theory as the result.Research framework,actively using literature analysis,questionnaires,interviews and other methods to analyze the bicycle sharing process in Hefei as a case,starting from the four dimensions of government departments,enterprise managers,social groups,and the public It was found that after problems occurred in the development of shared bicycles,government departments and bicycle companies also found problems in the development of shared bicycles in a timely manner,and took certain measures to govern,but in the process of governance,each of the governance The main body has not strengthened the close contact between various main bodies,nor has it actively played its own unique functions in the process of governance.As a result,although some achievements have been achieved in the management of shared bicycles,there are still some problems.This article studies andanalyzes these issues from the perspective of collaborative governance,to a certain extent enriches the theory of government governance in the context of the sharing economy,and at the same time has a certain guiding role in the government's governance of shared bicycles.
