With the development of mobile Internet,the "sharing economy" has also emerged.In 2017,premier Li Keqiang clearly put forward in the government work report that "support and guide the development of the sharing economy and improve the efficiency of resource utilization." As a typical form of sharing economy,bike-sharing is also a new type of "pileless public bike" favored by people.It effectively solves the "last mile" problem that has plagued the government for many years and meets the urgent needs of urban residents for convenient travel.Compared with traditional bikes,Shared bikes have rapidly occupied the Chinese bicycle market with the characteristics of time-sharing charging,self-service vehicles,pileless parking,advance reservation,CPS positioning,mobile payment,credit guarantee,stop while riding,and drive by scanning code.However,while sharing bikes has made a certain contribution in relieving the pressure of resources and environment,its disadvantages have gradually emerged:unqualified quality,high damage rate,waste of resources,occupation of space resources and so on.On the other hand,due to the regulations issued by local governments have clearly stipulated the mandatory retirement period of Shared bikes,serious problems have emerged in the industry in the recycling of abandoned vehicles.These "zombie bikes" occupy large areas of the city,reducing the travel space of residents and causing huge environmental pollution problems in serious cases.Therefore,if the recycling link of the bike-sharing industry is standardized,the recycling process of the bike-sharing industry is normal,and the orderly and healthy development of the bike-sharing industry is maintained,it has become one of the new tests to challenge the regulatory ability of local governments.First of all,based on the theory of quasi-public goods and responsive regulation,this paper comprehensively USES the literature research method,investigation research method,case analysis method and interdisciplinary research method to analyze the government regulation problems and reasons faced by Shared bikes in the recycling process,and proposes optimization countermeasures from three aspects.This paper is divided into six parts:the first part is the introduction.This paper introduces the research background,significance and methods of the research,and reviews the research results of domestic and foreign experts and scholars on the bike-sharing problem.The second part is the concept definition and related theories.This paper defines the three core concepts of Shared bikes,government regulation and extended producer responsibility system,and analyzes the development of quasi-public goods theory and responsive regulation theory used in this paper and their roles in this research.The third part is the recycling of Shared bikes and the analysis of the current situation of government regulation.In the form of data analysis and discussion,this chapter presents several difficulties faced by the recycling process of Shared bikes at present,and sorts out the regulatory practice process of the government in solving the problem of Shared bikes recycling,which is divided into three regulatory modes of "fire-fighting","regulating" and "risk".In addition,this chapter also designed the network questionnaire,through the network channels and offline personal interview won the public for Shared cycling to recycle and the satisfaction degree of the government regulation of basic data,and carries on the systematic,comprehensive and in-depth analysis,can make readers clear understanding of the perspective of the current sharing public bike problem and the effect of government regulation.The fourth part is the analysis of government supervision problems and causes in the recycling process of Shared bikes.According to the research conclusion of the questionnaire in the third part and a large number of literatures,this paper analyzes the three problems and causes of government supervision.The fifth part is the optimization countermeasures of government supervision on the recycling link of Shared bikes.Through the third part of online questionnaire survey and a variety of academic literature review,this paper summarizes and summarizes how to solve the problems in the recycling process of Shared bikes from the perspective of government regulation and make up for the absence,offside and offside in the current government regulation.The sixth part is the conclusion and prospect of this paper.This paper summarizes the research results of this paper and puts forward the prospect of the future research work.Secondly,the investigation and research of this paper shows that,on the one hand,the public's satisfaction with Shared bikes is not high due to the problems left behind after excessive competition,such as random parking,recycling of abandoned vehicles and uncivilized behaviors.On the other hand,government regulation has not completely solved the recycling problem of Shared bikes,so the public is not satisfied with the effect of government regulation.In terms of attitude towards the recycling of Shared bikes,most people belie,ve that enterprises have the obligation and responsibility to timely recycle their Shared bikes.Based on this,this paper believes that the government should strongly implement the extended producer responsibility system to ensure that enterprises fulfill the recycling responsibility.In the systematic analysis of the reasons for the problems in government regulation,it is found that there is no high-level law on the supervision rights and responsibilities of Shared bikes,but only normative documents,which is the main reason for the absence and dislocation of supervision.In terms of the government supervision mechanism,the entry,exit mechanism and incentive mechanism are not perfect enough.Bike-sharing enterprises avoid regulations and still violate regulations in the delivery link,which directly leads to a large base of abandoned vehicles and a wide range,and then affects the recycling link of Shared bikes,resulting in a difficult recycling situation.In terms of industry autonomy,due to the unsound development and insufficient role of industry associations and civil organizations,the public "dare not speak up" when faced with the uncivilized behavior of using Shared bikes,choose to ignore and avoid it,and voluntarily give up the right of supervision.Based on the above investigation and research on the problems of government supervision in the recycling process of Shared bikes,this paper proposes optimization countermeasures from the aspects of government supervision legislation,supervision mechanism and external environment.Finally,this paper conducts an empirical study on the government regulation issues in the recycling process of Shared bikes,so as to attract more and enrich the academic research results in this dimension.The survey and research data in this paper can be used as the basis for further research.The research results have reference value for other aspects of bike-sharing research,and also have certain reference significance for the improvement of government supervision ability.
