Research On The Government Responsibility In The Governance Of Bike-sharing Under The Background Of "Internet Plus"

With the rapid development of mobile Internet and the call for environmental protection,bike-sharing enterprises have come into being and brought great convenience to people's daily life.However,the problem of enterprise management caused by the barbaric growth of bike-sharing has aroused a high level of concern among the whole society.No matter based on governance theory or the nature of bike-sharing,researches have found that the government must participate in the governance of bike-sharing and undertake important responsibility.However,the existing researches do not clearly answer the question of what responsibility the government should take and how to take full responsibility in the governance of bike-sharing,which is exactly what this thesis aims to do.Based on the summary of current literature,this thesis uses the theory of Good Governance and Multiple Governance to define the types of government responsibility.By analyzing the effects,deficiencies as well as difficulties of Xiamen government's governance towards bike-sharing,and combined with the experiences of other domestic cities,this thesis puts forward feasible measures and proposals for government's scientific governance of bike-sharing.The specific views are as follows:The responsibility of government governance is mainly reflected in four aspects,that is institution regulation,financial support,supervision responsibility and concept guidance.However,from the research results,the effect of government governance is not ideal,and the government responsibility has not been clearly defined and fully implemented.The main obstacles and difficulties lie in aspects like cognition,resources,technology and morality.In terms of similar problems,other domestic cities mainly improve them by making full use of the Internet and establishing linkage mechanism through multiple collaborative work.Therefore,this thesis suggests that the government responsibility should be clearly defined in the governance of bike-sharing and puts forward 5 strategies to promote the performance of government responsibility.They are shared responsibility,facilities improvement,supervision improvement,shared information and environment creation.
