| Town and township governments are at the grass-roots level of government system in china. Moreover, they are the foundation of country's administration system. Civil servants at the town and township governments offer direct service to people at the town and township. Therefore, their performance on work influences the implementation of policy and shapes the image of government. It is vital to perfect the capability of civil servants and the executive competence of government by means of improving the motivation mechanism for civil servants at the town and township governments.The research, though, is still on its macroscopic phase with regards to the issue of motivation mechanism in civil servants adapted at the town and township governments, relevant studies are of greatly theoretical and practical significance on the construction of a new socialist countryside, civil servants' enthusiasm and initiative, and government's ability and performance as well.Research in this paper is conducted with a survey on degree of satisfaction towards motivation system among civil servants in Hengxian country of Guangxi Zhuang Autonomous Region, with a result of ranked factors that have impacts on motivation effects. Analysis on these effects helps disclose problems emerged in parts of town and township governments. Then, an overall analysis on their reasons leads to the discussion on the weakness of motivation concepts, motivation system and motivation measures. In the light of these weak points, this paper ends up with a possible solution to the motivation system aimed for civil servants at the town and township governments in China. |
