The policy of Chinese young volunteers' teaching assistance with graduate is dominated by government as a long-term effective action among generations.Since 1998,it has made remarkable achievements comparing with various aid educations in China.The implementation of the policy alleviates the shortage of faculty resources in the poverty area of West China,as well as draws attention of the society to the development of education in depressed area.For young volunteers,they build up themselves by its guidance under hard circumstances,and become high-quality talents who understand national conditions and have dedication to their work.As more and more universities participate,the group of teaching assistance increases rapidly.At the same time,some problems raise along with the rapid development.Some universities only focus on the delivery,but don't provide continuous guidance to the volunteers,which results in their inability to work properly and efficiently.Also,the local authorities need an overall system to aid education work of graduate.Otherwise,it will always turn into a short-term affair called 'one case one project'.Besides,volunteers there may work impetuously and not willing to integrate into local life due to only one year supporting duration.These are all factors that influence on the effect of aid education.Based on the author's on-the-spot teaching experience in one year,this paper takes P county in Qinghai province as an example,references to the relevant research results and investigates the implementation of thepolicy in P county by questionnaires and interviews.Then,it goes on to make use of Vedung policy evaluation theory and apply three kinds of evaluation pattern(stakeholder pattern,goal-attainment model,side-effects model)to analyze the relevant research results.The author proposes to improve and perfect the policy of graduates teaching assistance from three aspects:First,strengthen the leading role of the relevant department,improve training and evaluation system;Second,enhance the cognition of society,spread and expand its social influence through public welfare activities;Third,reinforce the ability and ideology of volunteers by keeping them from learning related theoretical knowledge.The report of the 19th Communist Party of China National Congress has pointed out that the major social contradiction in our country has been transformed into the contradiction between the growing needs of people and the inadequate and unbalanced development.The policy of Chinese young volunteers' teaching assistance with graduate make great sense.The goal of the policy is to change the inadequate and unbalanced education development between urban and rural areas.The results of research in this paper will take benefit of rethink of the policy.All in all,hope that the aid education work of graduate is getting better and better.
