In 2013,General Secretary Xi Jinping first proposed the "One Belt and One Road"(B&R)strategy,which is a major strategic decision our country has made after taking into consideration the overall situation at home and abroad.The B&R strategy aims at following the principles of Jointly Discussing,Building,and Sharing,and openly and inclusively build "community of destiny" with the countries along the coast.Communion is an important part of the "One Belt and One Road"initiative.The communion means that China needs to better demonstrate itself in the international community and gain recognition from other countries.It can deepen mutual trust and cooperation on the basis of recognition,and finally achieve the goal of building a community of destiny.It can be said that people's common ground is the social basic guarantee for improving the“One Belt and One Road" construction effect.The participation of non-government organizations in the construction of the“One Belt and One Road" can effectively improve China's soft power and serve as a lubricant to better help governments and enterprises reach their construction goals.The country's soft power includes culture,ideology,values,and foreign policy.Folk diplomacy and foreign aid are important ways to improve soft power.Among these,non-government organizations can make up for deficiencies in government and enterprises and play an important supporting role.This article analyzes the necessity and feasibility of the participation of non-government organizations in China in the construction of the“One Belt and One Road”,and draws the natural advantages and irreplaceable roles of non-government organizations in the construction.The political,economic,and cultural environments of the 65 countries along the route are complex.Non-government organizations can more easily access local information through their own characteristics,communicate more flexibly with the local government,the people,and other subjects,obtain support from the local people,and win the country's goodwill,doing what the government and the company can't or cannot do easily.The article then analyzes the predicament of China's non-government organizations to participate in the"Belt and Road" initiative.They are insufficient participation,lack of activity,lack of international experience,large environmental risks along the route,poor domestic public opinion,and.the causes of these difficulties.Although the participation of non-government organizations in China in the "Belt and Road" initiative is still at its infancy,no significant achievements have been made yet.However,with the deepening of the"Belt and Road" initiative,non-government organizations will play an increasingly important role.Therefore,at the end of the article,we put forward suggestions on how to better play the role of non-government organizations in the construction of the "Belt and Road" initiative.They are to continuously strengthen the NGO's own capabilities,strengthen the government's institutional guarantees,improve the supervision and management mechanism,and build multi-party cooperation.In the construction of the "One Belt and One Road",China must actively build new-type international relations,promote international cooperation,and build a community of human destiny.The role of non-governmental organizations in this area cannot be ignored.
