"One Belt, One Road" Cyberspace Governance: Status Quo, Challenges And Countermeasures

"The Belt and Road " initiative is currently the most important regional cooperation initiative of China aimed at innovating its mode of cooperation with neighboring countries and regions,bringing forward the bilateral and regional cooperation within the region,promoting inter-state relations and geopolitical stability,achieving the inter-connections and win-win cooperation.It is reflection on the vision planning of the co-prosperity and development.During the process of bringing forward the initiative,the network-space management problems has manifested its transnational and spill-over effects,and the effective governance in the region and the promotion on the "The Belt and Road" network governance,will be directly related to success of the "The Belt and Road interconnection.This paper has gone through a large number of research and induction,and has followed the path of research idea of theoretical foreshadowing-Analysis of the status quos.It gives analysis on the challenges faced by the belt and road regions and countries from the aspects of law,technology,organization,cooperation,capacity-building,politics,economy,culture and military.It also discusses its diversity and complex,regional and transnational of the dynamic characteristics and limitations of both prevention and control measures.Regional countries are currently facing the challenges such as competitions between big powers and between governance concepts,the lack of institution supply,mutual trust and early warning in conducting its cyber-space management,which objectively needs China as originating country of resources to provide necessary regional public service products.Which specifically includes,security defense,national capacity building and education,management idea and the cooperation mechanism,and environmental protection.Which are to be provided in the mode of the leadership of the originating country and inter-regional cooperation,and are also to be developed from low "sensitive" to "highly sensitive" multi-level stability mechanism,and to build the multiple subject domain and multi-level framework.China should uphold the principle of “Respect with cyber sovereignty?Maintenance of peace and security?Promotion of openness and cooperation?be cultivation of good order ”,to actively play a role in governance and mechanisms of multilateral cooperation and arrangements,to create a new governance regulation both inside and outside the region,to communicate with the powers,to increase the public diplomacy,and to make breakthrough on a low sensitive area,for the purpose of dealing with non-traditional security threats,and the implementation of cyber-space governance.In future we should explore more detailed future decision problems on regional public goods supply efficiency fairness.China ought to make a more flexible regional public goods supply,while ultimately play a leading role in providing regional public products and management path,to improve cyber-space management level,to establish a network of common destination,to finally provide a Chinese scheme and to summarize law,accumulate experience,and play an active,significant role in "The Belt and Road” construction.
