With the continuous development of our country's economy and society,the aging institutions has emerged gradually and it has responded to the trend of population aging.According to the "Statistical Communique on Social Services Development in 2016",by the end of 2016,the percentage of the population aged 60 or over in China accounted for 16.7%of the total population,exceeding the ageing standard by 6.7 percentage points;the ratio of elderly people over 65 years old to the total population was 10.8%.Exceeding the 3.8 percentage points of the ageing standard,it can be seen that the form of aging in China is severe and a sound and healthy pension institutions system needs to be established.The pension institutions has a long construction cycle and large capital requirements,and it also faces various risks.As a public-private partnership model,the PPP project can give full play to the advantages of the government and private capital respectively,expand positive externalities,realize risk sharing.To explore the application of PPP projects in the area of pension institutions in different regions can provide a reference for China in the early stage of exploring the old-age PPP model.This topic starts from the theoretical basis and the pattern division of PPP projects,combing the history of the development of the PPP model in developed countries and regions such as the United Kingdom,the United States,and Japan,and exploring the structure,status,characteristics,and predicament of the PPP model pension institutions in each country and region.Combining with national conditions and socio-economic environment,this paper conducts multi-dimensional comparative analysis from the perspectives of the types,status quo,and predicament of the old-age institutions PPP model,and finally puts forward enlightenment for China:Firstly,legislation should refer to the legislative system of the United Kingdom,South Korea and the United States.Legislation model innovation leads to systematic retrospection of central backtracking;Secondly,in terms of management institution setup,the NDRC and the Ministry of Finance should clearly define their roles in PPP projects and complete the construction of the PPP model management framework as soon as possible;Thirdly,in the specific operational process.Division of government and enterprises should be clear.The blurring of power and responsibility boundaries will lead to the situation in which the aging institutions relies too heavily on government subsidies and the private and social capital risks are overburdened.This is the case in Hong Kong.Finally,innovating operational strategies.Looking at the innovative PPP aging institutions model in various countries,China can try to innovate from "open source","throttling",and "process management" to ease financial pressure.
