Party And Government Cadres Fault-tolerance Practice Path Research In The New Period

The economy and society of China develop rapidly since the 18 th CPC National Congress,progressively going into a new phase.Deepening the reform of the economy and society becomes more important and critical.The requirements from the party and government that no mistake is allowed in the reform practice seem to be not realistic.At the same time,some party and government cadres are facing various problems and pressures in practice,which unavoidably leads to negative mind and mood.The suggestion of improving the incentive mechanism and the fault-tolerance mechanism goes back to the 2016 Government Work Report.It aims to support reformers and innovators so that the majority of cadres will try to accomplish the work with their best efforts.After that,General Secretary Xi also emphasizes the importance of this problem repeatedly.Especially,the "Guidelines on Political Life within the Party under the New Situation" passed by the 6th Plenary Session of the 18 th CPC Central Committee clearly proposes to establish and improve the fault-tolerance mechanism.In the new period,the report in the 19 th CPC National Congress also emphasizes the importance of building high-quality party and government cadres.That is to establish the incentive mechanism and error correction mechanism,clearly support the cadres who are active,practical and selfless,progressively enrich and improve evaluation mechanism of cadres,and truly realize the balance between encouragement and strict control.In order to coordinate the strategic layout of “four comprehensive”,boost the progress of building an affluent society,promote the overall layout of “five aspects one system”,and realize the target of“two one-hundred-year”,the goal is to explore a fault-tolerance mechanism that meets the development requirements of different localities so as to encourage the majority of party and government cadres to focus on objective practice,reform boldly,and innovatebravely.This paper focuses on the research of the fault-tolerance practice path of party and government cadres,and discusses the path of the fault-tolerance mechanism of party and government cadres from the cross-view of party building,law,political science and sociology.First of all,card,summarize and extract the thought about fault-tolerance from Marx,Engels,Lenin,Mao Zedong,Deng Xiaoping and the 18 th CPC Central Committee with Xi Jinping as the core by the literature research method.Secondly,deeply analyze the main problems existing in the fault-tolerance practice path of party and government cadres from multiple perspectives of subjects and objects by the field investigation.Finally,grasp the external environment of fault-tolerance practice path from political,economic,social and technical points by the PEST analysis method,try to find the concrete path of fault-tolerance practice of party and government cadres,and turn it into concrete mechanism for popularization by repetitive practice.The main points of exploring the practice path of fault-tolerance are to clarify the detail content and standard of fault-tolerance,to set up the method and procedure of fault-tolerance,to establish the risk management and control of fault-tolerance,to make the procedure of fault-tolerance open and transparent,to establish the grievance and redress mechanisms,and to optimize the political ecological environment.Therefore,efforts are made to solve the above problems based on the theory of modern democratic politics,the theory of responsible government and the theory of state governance modernization.
