Research On The Administrative System Reformation Of Economic Developed Town In Hubei Province

In October 2016,the Central Committee's leading Group for All-round deepening Reform adopted the "guiding opinions on deepening the Reform of the Administrative Management system of economically developed towns",it points out the direction of deepening the reform of administrative management system in economically developed towns.Economical developed towns are the "vanguard" of township development in economic society.Therefore,this reform is not only a new model of township development,but also a new exploration of overall development of urban and rural areas,as well as a key measure to promote the building of a well-off society in an all-round way.The party's 19 th CPC National Congress report proposed that "implementing the strategy of rural rejuvenation",which laid out a blueprint for solving the "short board" of rural areas,at the same time,it also provided the policy support.In this context,the paper takes Hubei Province as the research object to makes a systematic and comprehensive analysis on the reform of administrative management system of its economical developed towns through the methods of text research,typical research and interview research.The paper first introduces the background and significance of the topic,reviewing literature at home and abroad,research content,methods and innovations;Second,expounds the basic concept and theoretical basis for the reform of the administrative system of the developed towns.Third,summarizes the background and the main content and the preliminary results around the administrative system reform pilot of the economical developed town in Hubei province.Fourth,analyzes the main problems and causes of the reform of administrative management system in the economical developed towns in Hubei Province.Finally,it is proposed that "emancipate the mind,provide ideological guarantee for reform","perfect the system of laws and regulations,Provide legal support for reform","perfect supporting policies,provide essential security for reform","accelerate the development of transformation,provide sufficient stamina for the reform ","Learn from pilot practices,provide lessons for reform" five aspects to solve the main problems in the pilot reform.
