Academic circles doesn’t knowwhich is right coastal wetland belong to" sea area" or" land", This increases the difficulty for localgovernment to protect their coastal wetland. The lack of legal concept of coastal wetland andmisreading its legal nature has become a legal practice problem in the various contradictions. Throughthe coastal wetland return to wetland system, the author define the coastal wetland in the wetland‘sconcept, and analysis its legal nature belongs to the especial sea area, its special function value can beused within the law and in a legal form.Zhejiang Province is rich in coastal wetland resources; it has a long history in coastal wetlanddevelopment and utilization, combing the history that means we can obtain the caution and educationallessons. At present," the Zhejiang wetland protection regulations" has not yet been introduced, althoughthere are many related coastal wetland regulations and normative documents,"the economic interestsfirst" philosophy is too strong, the sector interest bias evident, normative documents also exists betweenthe crack phenomenon, Some important system is relatively backward……These led to contradictionamong the stakeholders in the axis of coastal wetland. Accordingly, it is necessary for us to draw lessonsfrom foreign legal protection advanced idea and practice experience of coastal wetland, combining thecurrent situation of our country and Zhejiang Province, and put the coastal wetland into " the Zhejiangwetland protection regulations", under the framework of the wetland legislation, exploring theappropriate development utilization and protection path of Zhejiang coastal wetland.
