With the continuous changes in salary management and practice,the scientific salary incentive system plays an increasingly important role in attracting,retaining,and inspiring talents,and is increasingly receiving widespread attention in academia.However,most of the academic researches on the compensation incentive effect of development zones are conducted from a single perspective of internal factors or external factors that affect the compensation incentive effect.Facts show that the factors that affect the compensation incentive effect are multi-dimensional and dynamic.Scientifically combining the components of compensation into a comprehensive compensation incentive model is the basis for improving the compensation incentive effect.From the multi-dimensional and contingent perspective,the impact of compensation incentives is studied Factors are the key to improving the salary incentive effect.Therefore,the development of a scientific salary system and a scientific evaluation system is an important measure to enhance the motivation of civil servants and maintain the stability of the civil service.Good performance appraisal and the implementation of effective incentive mechanisms are important ways to retain excellent talents for government departments.This article takes civil servants in the J District of Guiyang City as the research object,and mainly evaluates the effect since the salary reform through questionnaire analysis.By selecting direct economic salary,indirect economic salary,direct non-economic salary and indirect non-economic salary,we evaluate the effect of salary reform.Using human resource management theory and administrative management theory to practice,it provides suggestions for the salary reform and salary incentive effect in J District of Guiyang City.This is an attempt to combine the reform of the personnel system and salary system of government departments with grassroots work,and provides a better case for the practical application of theory.On the basis of literature study and research,combined with the results of questionnaire data analysis,according to the existing salary incentive system and personnel system,put forward practical incentive measures suitable for civil servants in the development zone.
