Research On The Path Of Performance Generation Of Grass-roots Government Based On PV-GPG Theory

Since the Party's "Eighteen" report and then the No.1 central document proposing the beautiful countryside construction goal,the grass-roots government launched a variety of beautiful countryside construction exploration activities,as a grass-roots government performance management activities,the construction of the beautiful countryside performance will directly affect the vital interests of local residents.It is very important to analyze the performance process of the construction of the grass-roots government in beautiful countryside construction,which is particularly important for the thorough understanding of the success of the grass-roots government in the beautiful countryside construction.This paper selects the grass-roots government performance generation path as the research topic,“Grape style town” in G County of Hebei Province project as a case,based on PV-GPG theory,the author tries to build a grass-roots government performance path analysis framework,using literature research method and case research method,interviews,questionnaires and other research methods to study grass-roots government performance path.Through the “Grape style town” in G County of Hebei Province of project performance path analysis,finding that the villagers' “bottom-up” value expression and the government's “top-down” input value constitute the social value of the construction process of the project performance;democratic and efficient system of procedure,strict organization and management,the participation of the main role protect the performance efficiency;leaders,G county government,Nansiguo village's “two committees”,local villagers participation respectively play the role of value leadership,visionary leadership,efficiency leadership.Aiming at problems of the project performance in the formation process: the lack of participation of the villagers,the project sustainability issues,Nansiguo village's “two committees” construction inadequacy.This paper provides suggestions from different aspects,like the strengthening policy guidance,system construction,the village collective economic development,and the optimization of management.The innovation of this paper is that it focuses on the grass-roots government,and its performance generation in the process of beautiful countryside construction,it also tries to build a framework for analyzing the performance of grass-roots government,and studies the issue of performance generation of grass-roots government.
