The performance appraisal of the grass-roots government is an important embodiment of the national governance system,and also an important means of the transformation of our government to a service-oriented government,which can fully reflect the achievements of local governments.In the context of the new era,with the deepening of the reform of "deregulation and service",the continuous change of economic development mode and social structure,the organizations,functions and administrative concepts of the grass-roots government are also changing,and the government performance appraisal As an effective way for grass-roots governments to constantly promote the transformation of government functions and work efficiency,nuclear is bound to play a huge role in promoting government reform and innovation.With the deepening of reform,grass-roots government performance appraisal has been changing the original operation process,but there is a lot of room for improvement in form,content,objectivity and other aspects.This paper starts with the study of the performance appraisal of S district government in Shenyang,adopts the methods of literature research,case analysis and comparative analysis,through the analysis of the overall development,evolution and current situation of the performance appraisal of S district government,understands the problems existing in the performance appraisal of S district government,analyzes the reasons,and draws lessons from the advanced experience of the performance appraisal of the grass-roots government at home and abroad At last,the paper gives some suggestions to optimize the performance of S district government,defines the optimization principle,optimization path and specific measures,which can also provide reference for discussing the performance evaluation system of grass-roots service-oriented government.Through the research on the performance appraisal system of S district government and its cultural characteristics,environmental system,technical level and other factors,it can be seen that at present,the grass-roots government lacks systematic and in-depth investigation and analysis in the performance appraisal,and often appears too experienced and lack of targeted situation.There are some problems,such as the lack of a unified performance evaluation index system,the imperfection of performance management system,the prominentphenomenon of government leadership,and the lack of effective application of evaluation results.It is suggested that the grass-roots government should continue to improve the performance evaluation system of S district,improve the service level of grass-roots government,enhance the satisfaction of public service,and improve the performance evaluation system of domestic service-oriented government by cultivating the government performance management culture,improving the performance evaluation index system of grass-roots government,strengthening the institutionalized construction and public participation,and strengthening the application of evaluation results It has reference significance.
