Since its formation in 1956,official vehicle system in China has undergone continuous changes and reformation.Especially in recent 20 years,corruption related to official vehicle system is becoming increasingly severe.Reform on official vehicle system is under a difficult circumstance and becomes a hot topic among all sectors of the society.On July 16,2014,Guideline for Comprehensively Promoting Reform of Official Vehicle System promulgated by General Office of the CPC Central Committee and the State Council signified launch of a new round of nationwide reform on official vehicle system.Abiding by arrangements and deployments by Qingyang Municipal Party Committee and Government,reform on official vehicle system started formally in July of 2016 in Qingyang.Driven by the policy of“one general plan and 8 ancillary schemes(measures)”,the reform work proceeded deeply and made some achievements.However,there were also some troubles.To date,it has been more than one year beyond the predetermined deadline,but no conclusion or acceptance work is made and not to mention subsequent reform of enterprises and public institutions.In this paper,the author reviewed development history of national official vehicle system since establishment of the People's Republic of China and measures and achievements made in reform of public vehicle system in Qingyang,and attempted to analyze hindrance and improvement measures in implementation of reform policies on official vehicle system in Qingyang from four aspects,i.e.policies,implementing body,target group and policy environment,with Smith Model,stakeholder theory and Economic Person Assumption.First of all,with methods such as literature study,questionnaire surveys and interviews,four problems have been found during the implementation of the policy:poor implementation of the working mechanism,weak promotion by the department in charge,lukewarm support from the personnel involved in the reform and numerous restrictions in the external environment.Then,the author made an analysis of causes of these problems and believes that the reasons for these problems are inadequate reasonableness,fairness,stability and progressiveness of policies,benefit game between implementing bodies and target groups as well as adverse impacts of political,economical and social environments.Finally,the author proposed specific improvement measures pertaining to the four mechanisms of deployment of drivers and supporting staffs,business trip guarantee,official vehicle subsidy and official vehicle management and suggested that implementing bodies should intensify their supervision,driving power and support and target groups of the reform should keep in mind the overall situation,observe rules and regulations and be progressive and that it is necessary to optimize policy environment in terms of improvement of supporting policiesand systems,acceleration of public transport development and mobilization of the public.Through the study,the author expects to combine such theoretical knowledge as public policies implementation theory,stakeholder theory and Economic Person Assumption with practices of reform on official vehicle system and thus enrich research achievements in relevant fields;in the aspect of practices,the author expects to facilitate realization of objectives of reform policies on official vehicle system of Qingyang,attempt to establish a new kind of official vehicle system which conform to the requirements of the central government and actual situation of Qingyang as well as promote transformation of governmental functions,construction of the Party conduct and of an honest and clear government and administrative efficiency.
