Function Orientation Of YiChun City Government Under The Background Of Comprehensive Logging Ban

With the largest area,the biggest volume of forest stock and the highest density of stateowned forestry,Heilongjiang province has made great contributions to China’s economic development.Yichun state-owned forest,as an important part of Heilongjiang state-owned forest,has made an outstanding contribution to the national supply of forest resources.However,due to the excessive logging,along with the undue emphasis on economical efficiency,Yichun forest region has struggled into severely resource crisis,followed by increasingly environmental degradation.Therefore our country has proposed an overall prohibition on the commercial logging of natural forest,thus the ‘big wood’ economic times have been written into the history.Although the comprehensive logging ban policy has accelerated the eco-development in Yichun forest region,this policy has affected the related undustrieds,such as timber harvesting,transport and wood processing.As a result,Yichun’s single forestry economy has transforned into a resource constraint industry.How can limited resources ensure the economic development and social stability has become an significant problem,facing the Yichun Local Government.From this perspective,the repositioning of governmental functions is necessary.This paper researches on the Yichun Local Government functioning after the logging ban implemented,in order to explore new ideas for the Yichun Local Government under the new situation of reform,development and construction,which is based on the theory of limited Government,the new public management and the new public service theory.Firstly,from the perspective of economic functions,cultural functions,ecological functions and public functions,this paper analyzes the functions and problems of Yichun Local Government after the logging ban.Secondly,based on the analysis of the orientation of government functions,this paper suggests the relavent guiding ideology,princples and influencing factors.Thirdly,combining the theoretical content with the actual situation of Yichun City,this paper proposes the content of the government’s function positioning,including strengthening the social management of forest areas,promoting eco-oriented economic development of forest region,maintaining the ecological susutainable and enhancing forest culture management.At the end of the paper,it concludes the supporting measures in order to ensure the appropiate implementation of the Yichun Local Government’s according measures,including striving for national policy support,strengthening the construction of forest government,improving the apparent operation mechanism of government affair in forest area,the wide participation and cooperation with community.
