In the past 40 years of reform and opening up,county economy has played a great role in the process of economic development in China,made great contributions to China's economic development,and played an important role in the development of national economy.Since the Eighteenth National Congress of the Communist Party of China,China's economic development has shown a new normal development trend.Supply-side reform and transformation and upgrading have become the new growth poles driving economic development.As an important component and strategic cornerstone of the national economy,the quality and direction of county economy development are particular Linyi important.Whether we can adapt to the requirements of the new era,accelerate the reform of the supply-side of county economy,and realize the transformation and upgrading of county economy has become a new breakthrough in the development of county economy.The Central Committee of the Party has put forward many measures to improve the Party's governing ability and transform the functions of the government in accordance with the requirements of the times.It requires local governments to change their governing ideas,improve their governing level,clarify their functions,determine the county economic development strategy with the spirit of seeking truth from facts and the means of scientific planning,and further create a good economic development atmosphere to safeguard the development of the county economy.Promote the development of county economy with high quality and high growth.Under this background,it is of great research value to study the orientation of government functions in the process of county economic development.As the core city in southeastern Shandong Province,Linyi City has unique advantages in regional geographical location and natural environment.With the transformation and upgrading of China's industrial structure and the deepening of supply-side reform,under the guidance of the national economic development strategy,Linyi has initially formed a development pattern with modern industry and trade as the leader,commercial logistics industry and waterfront tourism as the wings.At the same time,it has effectively promoted the transformation and development of county economy in the region.However,with the continuous expansion of industrial types and scale,the original ruling concept and business environment can no longer meet and promote the requirements of expanding industrial clusters and industrial upgrading.Facing the opportunities and challenges in the future,Linyi Municipal Government urgently needs to change its ruling concept,improve its ruling ability,build a service-oriented government,and escort Linyi's high-quality economic development.The key significance of this study lies.This paper takes Linyi City as the research object,on the basis of elaborating the status quo of the function orientation of Linyi Municipal Government and combining the characteristics of Linyi City's economic development,points out that there are some problems in the function orientation of Linyi Municipal Government,such as low scientificity and continuity of economic development planning,excessive interference in the operation of micro-economy,insufficient investment in public goods and infrastructure,and poor soft environment for economic development.The causes of these problems are mainly manifested in the following four aspects: unscientific administrative concept,inadequate transformation of local government functions,unreasonable establishment of local government functional departments and inadequate improvement of local public finance system.Comparing with the relevant research at home and abroad,this paper argues that Linyi Municipal Government must change its ruling concept,create a good business environment,and promote e-government to further promote the long-term,efficient and quality development of Linyi economy.
