| China is in the era of great social transformation now.As the world economy are changing and developing,people's thoughts,life and work are undergoing tremendous changes.Although the overall situation of our society is stable and the living standard of the people has been improving,uncertain factors that affect the national security and stability still exist.Crimes diversify in social and economic developments.First,crimes showed up more of an intelligent and hi-tech nature,especially frequent in the area of computer network and intellectual property;second,criminals were more anti-detective and employed hidden ways,which make it difficult to break crime cases.These crimes generally violated the personal as well as property rights of Chinese citizens;third,the social demolition,compensation and other issues involving the personal interests of the citizens,many of the entangle petitions,reasonless petitions,group events have occurred.Under the influence of the complicated international and domestic situation,contradictions among the people appeared.Frequent crimes,huge pressure on maintaining social stability,increasingly complicated hostile struggles and more difficult law enforcement require more efforts from the public security departments.Public security departments are special government agencies with jurisdictional and administrative power that are entitled to safeguard nationwide security and stability.Under this new situation,these agencies will be facing challenges in not only management system,work mechanism,work efficiency,team building,but also in the new task of taking down violent crimes to safeguard domestic security.Local police force will be pushed to cope with various social contradictions in the new expectations as well as requirements of Chinese people.Social problems force us to reform in this new period.Many parts of current public security departments do not match current situations,for example,operating mechanism,police force allocation,personnel training,educational and training mechanism,hi-tech equipment,etc.These are the problems that need to be solved immediately.In this sense,how to build public image without,reinforce the squad,optimize police resources allocation,strengthen front-line effectiveness from within has become the principal subject.This paper exams the case of The Chenghua branch of The Public Security Bureau of Chengdu.With reference to advanced experience of police force allocation both in and out China,this paper studies problems of current police allocation at Chenghua branch by employing field investigations and interview,and put forward solutions accordingly.This paper consists of 5 chapters.Chapter 1 studies the background,purpose,and researches both in and out of China.Chapter 2 reviews relevant theories and concepts on police force allocation.Chapter 3 analyzes current situation on police force allocation of Chenghua branch.Chapter 4 examined problems of and reasons behind police force allocation of Chenghua branch.Chapter 5 puts forward solutions to improve the allocation of police resources of Chenghua branch.This paper finds out the following problems with the allocation of police resources of Chenghua branch: bigger police demands which the branch is shorthanded;police force has not been well used but wasted seriously;structural contradiction of police force allocation is evident;police operation mode is unreasonable.In view of these problems,the following specific countermeasures are put forward: deepening the reform of the branch,improving the dynamic deployment of police and police mechanism,strengthening the talents,ensuring the science and technology,and improving the education and training mechanism.The problems of police resource allocation of Chenghua branch also are also common to most of public security branches in this city.The specific police resource allocation measures proposed in this paper can help as guidance and reference to improve the efficiency of public security work in Chenghua branches and other branches at district-level or county-level. |
