Research On The Urban Disabled Elderly Long-term Care Support System

According to the results of the fourth survey of the living conditions of the elderly in urban and rural areas in China,the number of disabled elderly population has exceeded 40 million.With the increasing degree of aging in China,in recent years,the number of disabled and half disabled elderly population has accelerated growth.Disabled elderly daily life need long-term care,which in most China households under the family planning and population pressure,this is a unaffordable burden.So with this special group of elderly long-term care service needs by the potential demand into effective demand,government and society are increasing on disability issues of elderly long term care attention.China has gradually started in the long-term care policy,long-term care insurance system for medical support combined with pilot care services,the government in disabled elderly long-term care protection system to play the important role.This article from the Xi'an long-term care status and achievements of the development of the security system,found that the current long-term care funding system has been initially established,the long-term care service system more successfully,family,community,pension institutions are in a certain extent,play a function of long-term care service.However,with the aging of population and the aggravation of the degree of disability,the long-term care security system also presents some problems in the construction process.Mainly for the financial security system is not perfect: inadequate capital investment subsidy policy,narrow coverage,long term care insurance system vacancy;service guarantee system is not perfect: the home care service,community care service support function is weakening existing contradiction between supply and demand,pension institutions lack of care services.In view of the existing problems,this paper analyzes the factors restricting its development from four aspects: system,economy,manpower and concept.In order to enable the disabled elderly to get a full range of long-term care protection,The author summarizes the experience and Inspiration of long-term care support system construction at home and abroad.It is recommended to start from the two subsystems of funds and services to improve the long-term care security system.The establishment of a sustainable long-term care funding guarantee system,the construction of "four in one" disabled elderly long-term care service security system,in order to protect the quality of life and dignity of the elderly.
