Research On The Improvement Of Security In Long-term Care Services For In-home Disabled Elderly In City

Under the background of China’s social transformation of modernization, urbanization, industrialization, influenced by the factors of family size miniaturization, population movements and women’s professional, the traditional family endowment resources decrease and the endowment function is further weakening.At the same time, the aging trend accelerated development, the number of elderly who had partially or entirlely lost the ability of self-care continue to increase. The disabled elderly needs more social endowment services, their demand for long-term care services is particularly strong. At present, the long-term care service model of our country is still in the exploratory stage, the construction of long-term care security system has not yet started, the imblance of demand and supply in long-term care services has become one of the major challenges in the development of China’s ageing.On the basis of previous studies, this study taking the in-home disabled elderly as the research object, taking Jingan District of Shanghai City as an example, using the data of Jingan District elderly health and services demand survey, mainly study the following three issues:firstly, suing the descriptive statistics and comparative research methods analyse the structure and characteristics of service demand of the in-home disabled elderly in long-term care; secondly, analyse the present situation of supply in long-term care services for the in-home disabled elderly, and analyse further the situation of satisfy and its influence factors; thirdly, suing the analysis framework of " Welfare Triangle", assessment the services supply of the national, market and family and find the problems. The study found that:the service demand of home disabled elderly in long term care is a convenient, comprehensive and continuous healthy living services; the degree of disability, the health condition, economic condition, family support, care model have significant influence on the situation of satisfy in long-term care; At present, the resources of family care is shortage, the supply of the market is lack, national security is weak, in-home disabled elderly cannot get effective security in long-term care services.On the basis of study, focusing on how to improve the security of the long-term care services, this article mainly offer the following suggestions:firstly, improve the financing mechanism, gradually explore and establish the long-term care insurance system; secondly, coordinate related bodies, promote the development of career and increase the resources supply in long-term care; thirdly, build and improve support policy of home care.
