Research On Reform And Development Of China's Discipline Inspection And Supervision Mechanism

China's discipline inspection and supervision mechanism has formed solid objections to corruption and achieved excellent achievements in anti-corruption with the new target of‘zero tolerance'in corruption since the 18^th National Congress.Although discipline inspection and supervision mechanism has been effectively supporting the restriction and supervision of the operation of power,there is also unadaptable and incoherent part existing in the system of inner-party supervision and administrative supervision system,which affects the goal of combat corruption and build a clean government.This paper aims to put forward a new target based on present situation,exploring the origin of modern discipline inspection and supervision theory,as well as the Marxism and CPC supervision thoughts,investigating the shortcomings in the development of China's national discipline inspection.Additionally,this paper also researching the success of supervision of developed countries,attempting to propose a better solution to China's development of supervision.The paper has four chapters:Chapter One explores the basic concepts and theories of China's discipline inspection and supervision mechanism,of which the origin comes from western national supervision thoughts,Marxism and CPC supervision thoughts,which supplying theoretical foundation of present construction of a clean party and a clean government and the fight against corruption.Chapter Two discusses the characteristics and experience of three periods of China's Discipline inspection and supervision mechanism,of which are new democratic revolution period,new China period,and new period.Chapter Three argues the targets of China's inspection and discipline mechanism in new period.The latter confronts difficulties in building effective inner-party and administrative supervision as well as supervision cadre,etc.To tackle this problem,discipline inspection and supervision mechanism should follow the principles:combining the supervision power,covering all the ranges,holding‘zero-tolerance'attitude,and persisting high-handed posture.Chapter Four expounds the basic strategies of China's discipline inspection and supervision mechanism.Based on China's reality and the experience of developed national and regional supervision,combining with the mechanism's status,proposing that China should develop and reform its discipline inspection and supervision mechanism:the correct political thought,the perfect organization,the impeccable system and mechanism,and the rue of law,for our party to build a clean government and combat corruption provides targeted,innovative,and specific measures.
