The Study Of Coping Mechanism Of Group Events Caused By Land Expropriation

Urbanization is the inevitable course of industrialization and modernization,and it is the necessary stage of social development.Promoting the new-type urbanization and improving the quality and level of urbanization development is a strategic national policy of China,and it is an important link for completing the building of well-off society,besides,it is also a huge engine for expanding domestic demand and promoting the sustainable development of economy and society.To promote the new-type urbanization,land expropriation and relocation is becoming a hot and difficult issue for society,and it is also an inevitable and insurmountable actual issue.In the process of land requisition and relocation work,there is a great deal of contradiction and conflict between the farmers and the governments.Besides,land requisition and relocation is a new problem that appears in the process of reform and development,and meanwhile there is a big gap between the system construction and the government competence with the actual needs,thereby triggering the mass disturbances which affect the security and stability of society.Therefore,analyzing the characteristics of the group incidents caused by land expropriation and relocation,discussing its deep-seated causes,finding out the coping mechanism and countermeasures,these are of important theoretical and practical significance for advancing the healthy and orderly development of urbanization.The group incidents of land expropriation and relocation have four characteristics: cohesiveness,opposability,burstiness and repeatability.So when local governments deal with such events,there are many problems with lags and lack of ability,which leads to increased scope of conflict,deeper contradictions and other potential risks to affect the safety and stability of society.This article consists of the following four parts.The first part mainly elaborates the theory about the mass disturbances of land requisition and demolition.This part combs and summarizes the research and theories about the mass disturbances of land expropriation and relocation at home and abroad,defines the connotation and concept,generalizes the characteristics of such events,finally analyzes the theoretical principle.The second part mainly elaborates on the case.In this part,this article selects the group events caused by land expropriation and relocation in X county of Y city as this article case,investigates the causes,consequences and the disposal results,meanwhile,investigates the satisfaction of the landlosing farmers which is about the compensation policy,the implementation of the policy and the change of the living standard after the land expropriation.From the survey results,the local farmers were not very satisfied with the land expropriation and house removal work of the government.The third part mainly elaborates the deep-seated reasons that trigger the group events of land requisition and demolition.In this part,this paper analyzes the reasons for the occurrence of this type of group events from the following three aspects: policy,related mechanisms and local government’s coping capabilities.Among them,the main reasons of the policy include three aspects: unreasonable policy making,nonstandard related procedures and unreasonable compensation policy;the main reasons of the supporting mechanism are: lack of emergency disposal mechanism,lack of interest request mechanism,and it is not strong enough in the matter of the supervision of government departments and their staff;the main reasons of the capabilities of the local government include the following three aspects: lack of awareness and ability to prevent,lack of disposal ability,summary and reflection on events.The fourth part of the article proposes corresponding countermeasures: firstly,consummating the relevant policy;secondly,perfecting the corresponding mechanisms;thirdly,improving the ability of local government departments and their staff;fourthly,improving the living standards of landless peasants so as to increase their satisfaction with government work.The innovation point of this article is that through the analysis of a real case,revealing the causes of the mass disturbances of land requisition and demolition,putting forward the pertinent countermeasures and suggestions.It is of great significance to deal with the relationship between the government and the public and promote the harmonious development of regional economic and social.
