With the development of economy and society and the increasing advance of urbanization, the demand of land on the edge of town and in partial rural areas has been increasing. While the cities have been constantly expanding, the size of rural land is shrinking. The increasing land requisition and relocation activities disorganize the original land layout and impose a great impact on people's life. A series of group incidents about land requisition and relocation have been aroused by the imperfection of the related polices and the behavior anomie in the process of expropriation of basic-level government.Group incidents about land requisition and relocation share the features of good organization, wide involvement, great destruction and influence, long duration and frequent repetition. It the government couldn't well handle such incidents, the conflicts between people and government would be greatly deepen. What's worse, the cumulative conflicts would lead to more serious social conflicts. The increase of the number of group incidents about land requisition and relocation in China results from the defect of the expropriation system, the malfunction of governmental handling mechanism, the anomy of governmental behavior, the improper expression of people who have been expropiated. The government needs to, combining the actual situation to adopt related measures, such as making the expropriation system sound, improving the expropiation mechanism, strengthening governmental building and improving farmers' quality. Thus, social conflicts could be avoided effectively, expropriation work could be conducted smoothly and social stability and harmony could be achieved.
