In the process of reform and development of our country,the role played by the public sector is irreplaceable,but the problems of the public sector itself cannot be ignored,such as poor service attitude,low efficiency and so on.With the gradual deepening of China's administrative system reform,the personnel system has also made a major adjustment,began to gradually change into the public sector human resources management,the core lies in the incentive mechanism.At present,China's research on the incentive mechanism of human resources management in the public sector is still at the initial stage,which belongs to the new topic.Therefore,it is of practical value and theoretical significance to study the optimization of incentive mechanism of human resources management in public sector in China.This paper first describes the public sector human resources management and public sector human resources management incentive theory,introduced the status quo of research at home and abroad.Secondly,through the investigation of the X City Tax Bureau of Shaanxi Province,the author summarizes the main problems existing in the current incentive mechanism of human resources management in the public sector,including the lack of competitive promotion system,too flat compensation system and non-standard performance appraisal system,While analyzing the causes of these problems.Thirdly,it introduces the experience of public sector human resource management incentive in the developed countries of the United States and Singapore,and provides reference for further optimization of the incentive mechanism of human resources management in public sector.Finally,the author puts forward the ideas and principles of the optimization of the incentive mechanism of human resources management in the public sector,and optimizes and consummates the incentive mechanism of human resources management in public sector through the suggestions of stimulating the lifting and exemption,salary system and performance appraisal.Series of safeguards.It is necessary to establish and perfect the human resource management incentive mechanism of public sector in our country as a necessary condition for establishing a new working order,and also give new challenges to China's public sector human resource management and play an important role in establishing and improving our civil service system.The results of this study can effectively improve the overall quality of civil servants,fully mobilize their enthusiasm and creativity,with important research value.
