Research On Problems And Countermeasures Of Government Administration Cost Control By Jingtai Economic Cooperation Bureau

With the rapid development of the market economy and the progress of the society in China as well as the economic globalization,the political democratization and the information networking,the social function of the government has been increasingly prominent and expanded.The administrative costs of the government have attracted more and more attention.The administrative costs of the government make the unnecessary expenditure increase,so that the financial funds in the construction of livelihood and education are limited.At the same time,the high administrative costs can negatively affect the image and credibility of the government.If this problem can't attract enough attention to be controlled,there is bound to be some serious negative impact on the stable and sustainable development of China.Jingtai County is representative among counties in the Northwest of China,and the Bureau for Economic Cooperation is even an important government department about the economy of a county.Therefore,the analysis of the administrative cost control of the Bureau for Economic Cooperation of Jingtai County plays a positive role in the improvement of the administrative efficiency of Jingtai County Government,and the construction of a conservation-oriented government.In this paper,the administrative efficiency of Jingtai County was taken as the research object.It was found that there were some serious problems such as high administrative operation costs with low returns,high labor costs with low returns and high costs of facilities with low returns.Also,the administrative costs of the Bureau for Economic Cooperation of Jingtai County in the recent years were compared longitudinally,to analyze the change trend and explore the basic situation.In the interview method and the cost-benefit method,the total amount and structure of the administrative costs of the Bureau for Economic Cooperation of Jingtai County were analyzed.With the combination of references,some countermeasures were put forward according to the primary cause of the problems existing in the administrative cost control of the Bureau for Economic Cooperation of Jingtai County:Scientifically arrangement and ensure the direct proportion between administrative costs and returns.Optimize the budget management to control the administrative costs effectively.Optimal the management to reduce the administrative costs.Strengthen the team construction and maximize the returns of human costs.Resources the rational allocation to maximize the returns.In the paper,it was hoped to provide some reference and experience for the administrative cost control of the other units of Jingtai County Government and some other county-level governments or administrative units through the research on the administrative cost control of theBureau for Economic Cooperation of Jingtai County.
