This thesis researched and analyzed the challenges that urban development in Y district is facing for forty years since reform and opening up,and illustrated the significance of improving urban management through performance evaluation.First of all,based on a comprehensive account on the theory of urban management and government performance evaluation,the author employed the“360-degree” method to identify the entities of performance evaluation of the city management department in Y district.According to the functions and work goals of the city management department in Y district,the author selected overall and representative evaluation indexes and constructed the progressive hierarchical model of evaluation index system based on balanced score card.Secondly,the author conducted a questionnaire on the importance of lower-level indicator to the higher-level one,analyzed the statistical table of thequestionnaire by using analytic hierarchy process,and determined the weight of all indicators to the higher-level one,thus constructing the performance evaluation system of the city management department in Y district based on balanced score card.Thirdly,the author used the constructed evaluation system to evaluate the city management department in Y district and discovered the following problems: the lagging construction of smart cities;the salient problems of weariness,looseness and weakness in the team;the inadequate assurance of law enforcement in urban management;the ineffective implement of the main accountability of government in Y district;lack of law-based administration awareness;unsound performance evaluation system;the slow promotion of reform for city management and weak awareness on serving people's livelihood.Finally,the author summarized the reasons causing these problems: little attention payed to the construction of smart cities by government in Y district;low-efficient internal management of the urban management department in Y district;the fragmented operation mechanism in city management;non-fluent city management and coordination mechanism;form-based law education;non-legalizing performance appraisal;systematic obstacles in institutional reforms and the insufficient supply on public services of city management.As for theses problems,the author put forward several suggestions to effectively improve performance: improving the performance of government department oriented to serve people's livelihood;establishing a compound evaluation system;strengthening the leadership of government;consolidating the construction of law-based administration;driving progress in building smart cities;promoting the modernization of urban governance;deepening the construction of law enforcement team and intensifying the law enforcement guarantee in city management.By doing so,the author hopes to provide theoretical guidance for the improvement of performance in Y district and to provide references for reforms for urban management systems in middle-sized and small cities.
