Performance appraisal is an important content of human resource management,the performance appraisal is the organization as the main body in the assessment,organization staff and the team as appraisal object,its work level and work performance appraisal,a method of measurement.In the initial stage of government performance appraisal management,in the early 1980 s,the government introduced the target management from the field of enterprise management,which was the embryonic form of performance appraisal.Later,with the further development of reform of the administrative system,the governments at all levels began to attach importance to the improvement of administrative efficiency,initially formed with local characteristics of the government performance appraisal management.Performance appraisal work of shenyang city was kicked off in 1992,after worked successively carried out democratic appraisal of the enhancement of public evaluation,authority,"window" and institutions and the work target evaluation activities such as performance evaluation,the government performance evaluation.The performance appraisal of shenyang heping district began in 2007.The heping district second board research,set up in shenyang heping district work target performance evaluation office,is responsible for drawing up performance evaluation work in the target system,rewards and punishments.The overall setting of performance appraisal indexes and scientific zoning are the important foundation of performance management.Index system respectively,ecological civilization construction,economic development and the well-being of the government's own construction,innovation practice five categories such as performance evaluation content,in full swing to more than 100 belongs to all kinds of don't unit for unified specification for examination and assessment of performance management and other related work.This paper aims at the performance of heping district government.Through the investigation and research on the performance appraisal of the government in heping district of shenyang,the problems existing in the assessment process and the reason analysis are summarized and the countermeasures are put forward.
