Time and Society should be an urgent requirement for qualified high-skilled Talented persons,comprehensive construction of students’ professional capacity,which is the inevitable choice for the development of higher vocational education,is also the fundamental objectives and core in the curriculum reform of the Higher Vocational Education. How to train students for “ professional competence ” in vocational courses to adapt to the development of the human growth,comprehensive literacy,socio-economic,employment,market demand and cultural industries,which is an urgent need for an in-depth study to solve the practical problems. “Iceberg Model”theory of Mr. McClelland is a typical“competency model”theory,which emphasizes throughing the working process to achieve the integration between knowledge and skills,processes and methods,emotions and attitudes,so as to achieve the dominance and implicit integration of professional competence. This research against to“professional competence”or“professional competence”,that relates “Iceberg Model”theory with Vocational Curriculum Reform of Higher Education,from which starts the in-depth analysis of the embedding process. Developping students’ professional competence is the logic and main curriculum reform task,we should through the specific work tasks to integrate and implement the knowledge,skills and quality to achieve the educational outcomes we want to,focusing on improving students’ comprehensive professional competence and quality.The paper also traces the connotation of technology and significance, and melts into “Situational learning”,“practical curriculum”,“tacit knowledge”and “hidden curriculum”. Apply the“iceberg model”theory to higher vocational education curriculum reform,to explore the construction principles of vocational courses and approach, which will have a substantial role in constructsing the sustainable professional development competence of students, enhanceing the core competitiveness of vocational talents to adapt to the high-quality talents of requirement with the development of social and economic,improving the training quality, and forming a virtuous cycle of development about higher vocational education itself.
