Along with the gradual implementation of the different college entrance examination policy in various provinces and cities, more and more problems also emerged, which needs to be dealt with as soon as possible. Such as, how to balance the interests of all parties under the different college entrance examination policy? What is the core problem and the value choice of the policy? How about the current implementation situation of the policy in China? What is the direction of the value realization of such policy?Based on all these problems, this paper choose the different college entrance examination policy in China as the research object, which also analyzed the value choice of the policy, legitimacy, and value realization process under the guide of value analysis method, supplemented by the fact analysis. And beyond the value of the college entrance examination policy, and discusses the potential risks, so as to extend beyond the college entrance examination policy research Angle of view and scope, for the analysis of the value of the policy to make certain academic reference.This study is divided into five chapters to analyze the value of the policy based on literature research and the coding method. The first chapter is the introduction, which mainly analyzes the research origin, research questions, and research significance, this paper expounds the research ideas and methods, and carries on the definition on the basis of the analysis and research literature. The second chapter discusses the making process of the different college entrance examination policy, also carry out content analysis and then obtained the standards and orientation value of it, we finally concluded that the value of the policy setting. The third chapter analyzes the political legitimacy and social legitimacy of the policy based on the understanding of education policy legitimacy, The fourth chapter explores the value realization process in other places.The fifth chapter focus on the realization direction and strategy implementation of the different college entrance examination policy from all directions.Through the research in this paper, we can get the following conclusions:first, the different value choice of the college entrance examination policy reflects the security trailing children by education rights and promote the reform of college entrance examination system, improve the social mobility mechanism, satisfy people's needs, promote social justice, promote the education democracy, adjust the allocation of resources, etc. Second, the policy accord with the national political legitimacy and social legitimacy.Third, the different college entrance examination policy implementation is processing gradually, but the effect is limited. Last but not least, in order to promote the value of different college entrance examination policy implementation, to make sure that the policy effectively, which needs the following three aspects work together,such as idea transformation, system reform, the coordinated development.
