Research On The Risk Identification,Measurement And Control Of The Admission Policy Of The College Entrance Examination For Children Migrating

In the process of new-type urbanization,with a large number of rural population flowing into first-tier cities such as Beijing and Shanghai,the problem of local schooling and higher education for children of migrant workers has become increasingly prominent.In 2013,the Ministry of Education and four other ministries and commissions issued ?the Opinions on Doing a Good Job of Enrollment Examination in Local Areas for Children of Migrant Workers in Cities After Receiving Compulsory Education?.30 provinces and municipalities,except Tibet,have formulated corresponding policies and implementation opinions to implement the spirit of the Central Committee.However,the formulation and implementation of the policy for local enrollment and entrance examination for children with the relocation is not a simple issue of the education system,which not only involves the interests of complex multiple subjects,but also affects the local social and economic operation.There are certain risks in the formulation and implementation of public policies,and there is no exception to the registration policy for children of migrant families.It is of great significance to carry out risk analysis and risk control,which is an important guarantee for the effective implementation of the registration policy for children of migrant families.Policy risk analysis begins with risk identification and then risk measurement.Based on the analytical hierarchy model(AHP)and the expert survey method,Beijing,Shanghai and Tianjin were selected as the research samples of the step-by-step implementation area to identify and measure the risks.Risk identification research found that there are 3 types of first-level risk items and 19 second-level risk items in policy implementation.Among them,the risks of fair access to education and the right to higher education for children living with them include 9 secondary risks,such as excessively strict regulations on parents' occupation,social security,residence and residence permit,excessively strict restrictions on children's school status,learning experience and institutions applied for,and the influence of adjustment of related policies and inadequate cooperation of related departments.The risk of exceeding the carrying capacity of educational resources in the destination area includes five secondary risks,including educational resource overload in the destination area,such as high school,junior high school,primary school,secondary vocational school and college entrance examination.The risks to prevent ineffective immigration in the college entrance examination include five secondary risks,such as the management of student status,household registration management and the lax supervision of private middle schools in the destination places,the risk of the government seeking profits in the destination places,and the insufficient ability of the government qualification examination in the destination places.The study of risk measurement found that the step-by-step implementation in Beijing,Shanghai and Tianjin represented fair access to education and the loss of the right to higher education for the children of migrant workers in the regions have a medium risk,and the risk of exceeding the carrying capacity of the education resources in the destination is low.Tianjin has a higher risk of ineffective prevention of immigration in the college entrance examination than Beijing and Shanghai.The risk control of the implementation of the college entrance examination registration policy for accompanying children is realized through the proposal,implementation and monitoring of risk control measures.To this end,this study conducted interviews with relevant experts and managers.By processing the interview data and combining with the risk analysis conclusions,this study sorted out the key work of risk control measures in the implementation of the college entrance examination registration policy for the children of traveling with them,and "proposed" that the focus should be on the research,formulation and release of risk control measures."Implementation" focuses on improving relevant policies and systems to eliminate the source of risks;"Monitoring" focuses on monitoring changes in risk factors and evaluating the implementation effect of risk control measures.
