As an important part of ideological and political theory course in the university,the lesson “Ideological and Moral Cultivation and Basic Law Education”(hereafter called the “Basic Law Education”) shoulders the important mission to cultivate the students' moral accomplishment, ideal and faith and value pursuit. The Ministry of education has proposed the policy of building the excellent resources sharing course for the ideological and political theory course, on this basis, in order to deal with the challenge of educational technology innovation, to adapt the long-term development of modernized university and education, it is an irresistible trend to construct the video public class of “Basic Law Education”.This paper is based on education theory and methodology of constructivism, the principle of focusing on the students and supplemented by the public to make a survey with the thought of course orientation--mode construction--design and developmentimplementation and evaluation to imagine and look into the “Basic Law Education”video public class in Chinese university.First of all, the paper explores the theoretical foundation of construction of the video public class of “Basic Law Education”, deeply analyzes the knowledge--based view, student--based view, teacher--based view, learning--based view and teaching--based view, and integrates them into a methodology system, then consecutivelly surrounding the education center —— the learners to carry out the construction work of the “Basic Law Education” video public class. Secondly, the paper will make a side environmental analysis about the video public class between the foreign and Chinese apart from the “Basic Law Education”, make a positive empirical analysis about if it is necessary to construct the video public class of “Basic Law Education”, discuss the actual requirement of constructing the video public class of“Basic Law Education”, and make a preferential statistical analysis of Chinese video public class and foreign moral education, political education, legal education and so on on the NetEase OpenCourse website, make an example based on the Michael Sander's“Justice” from Harvard University, to inspire the aspect of the team of teachers,teaching content and technology application. Finally, the paper will base on the analysis about the frame of constructivism education theory and the result of the questionnaire survey, pitches the video public class of “Basic Law Education” as showing the value pursuit of ideological morality, hiding the political communication of ideology, developing the national general education, advocating the meaning construction, and developing curriculum design mode of based on subjects, supported by video Internet,oriented by people, guided by teachers, and analyzing the teaching team, teaching content, teaching method, teaching means, practicing platforms and evaluating methods from the learners, hoping to apply a consult of constructing Chinese video public class of the lesson “Basic Law Education” of university.
