How to improve the level of public consciousness cultivation of college students is education academic research hot topic in recent years. Lacking of public consciousness is a fostering social problem to be solved. Today, our country academic circles to the definition of public consciousness cultivation, there is no authoritative interpretation of our country’s higher vocational colleges to improve public consciousness of cultivating students with respect and no relevant management system, therefore, this article mainly around the paper expounds the connotation and characteristics of public awareness, the author thinks that, the scope of public awareness for the public moral and civilized behavior, to participate in the service, responsibility, environmental protection, maintaining social order and social security, voluntary contribution, etc. In addition, we know the public awareness of social development and have a wide range of features. Social consciousness as a social public spirit is the formation of the necessary conditions. A form of social consciousness is a social virtue; we should consciously shoulder the task of social development forward.In this paper, in the perspective of education of higher vocational colleges cultivate, combines the condition of higher vocational students’ study and life, through to the higher vocational college students the basic situation and characteristics of public awareness and management present situation analysis, which can be summarized as vocational college students’ consciousness of social public:public civilization, the public moral cognition, public participation in cognitive, social and public responsibility cognition, cognitive, environmental protection concept, to preserve the public order to ensure the safety of social cognition, social services, the cognitive aspects of content, in turn, can be targeted to analysis how to improve the students’ consciousness of public literacy, and to explore the cultivation of higher vocational college students’ level of public awareness of education method, promote the improvement of higher vocational students’ consciousness and the quality of public spirit.In order to further understand the current situation of higher vocational college students’ public consciousness literacy, the author use means that the investigation, mathematical statistics research methods, such as, the higher vocational college students’ consciousness of the public should have social moral cognition, public behavior cognition, class participation enthusiasm, bear, environmental protection of public responsibility cognitive level, cognition of college students’ safety knowledge, maintain the public order, investigate the college students’ social contribution, etc., and survey in Tianjin youth vocational college students’ ideological and political education and moral education of the relevant documents and the existing education teaching system.In this paper, through the depth analysis system in the cultivation of higher vocational college students’ sense of social system, find out their problems universally existing in the level of public awareness, so as to take corresponding measures to solve these problems. Each college should cultivate students’ independent personality as the main content of measuring the level of morality and the cultivation of students’ core values as the core content of cultivate the public consciousness, the students level of public awareness cultivation as a measure of college moral education achievement good or bad; To transform education method in colleges and universities, the public consciousness cultivation form independent education subject, the contemporary higher vocational students have a strong sense of social responsibility and innovation spirit, they are practicing the main force of social and public awareness, should consciously bore the burden of social advancement development, their public consciousness literacy is the direction of the whole social development and progress.
