Research On Security Policy Of New Professional Farmer Cultivation In Tianjin

Because of the lack of agricultural development successors,and at the same time modern agriculture puts forward higher quality requirements to farmers,new vocational farmers training projects emerge.It has important significance for social equity and integration of urban and rural areas.Farmers cultivation is a kind of public products,and China’s economic development is at the expense of agriculture.As a socialist country,Chinese government should be responsible for the farmers’ cultivation,should provide a full range of guarantees.This paper uses the methods of literature analysis,questionnaire survey and quantitative analysis,and makes an analysis on security policy of occupational farmers cultivation in Tianjin from the point of policy support,financial security,personnel security and social security.On the basis of eight hundred questionnaires from two subjects chaired by Professor Pan Jiqing,reading a lot of literature,using SPSS software,this article summarizes four shortage of farmers cultivation project’ security in Tianjin.Firstly,the policy may not be implemented,and the management system is confusing.Secondly,the amount of money is small,and the utilization efficiency is very low.Thirdly,teachers are not satisfactory,and the training puts full emphasis on theory,neglecting practice.At last,the level of social security is generally low,can not meet needs of the actual life.To solve the above problems,combined with the experience of developed countries,this paper presents the following recommendations to build a new professional farmers cultivation security system.Firstly,improve the legal system,establish vocational qualification system and monitoring mechanisms,rationalize management system of cultivation work,and provide policy support for farmers cultivating work.Secondly,establish a government-led farmers cultivation fund,while encourage social capital into the farmers cultivation field.Thirdly,rationally distribute the proportion of various types of teachers,establish a complete educational and training system.Finally,improve the level to build up a new rural social security system according to the new professional farmers cultivation.
