Study On Financial Subsidy Policy Of Professional Farmers Training In Jiangxi Province

In the new era of socialism with Chinese characteristics,the good and bad development of agricultural and rural areas is related to the development of Chinese society.In order to achieve the goal of building a well-off society in an all-round way,lay a solid foundation for socialist modernization and accelerate the development of agricultural and rural areas,it is imperative to pay attention to the "three rural" issues.In the nineteen major reports of the party,general secretary Xi Jinping explicitly called for the implementation of the Rural Revitalization Strategy,and made a comprehensive arrangement for the work of agriculture,rural areas and farmers.In this context,in order to adapt to the development of the new era,solve the main social contradictions,promote the development of rural economy,improve the comprehensive quality of farmers to increase income,meet the needs of high-quality social life,vocational farmers training must become the focus of the current work.In 2016,Jiangxi Province was included in the list of demonstration provinces of promoting vocational farmer training by the Ministry of agriculture of China.Jiangxi Province is a large agricultural province with rich agricultural resources and a large rural population.Vocational farmer training is carried out in full swing in the whole province,and the state has invested a lot of money in this.This paper finds that the financial subsidies for vocational farmers' training in Jiangxi Province have been developing continuously and have achieved remarkable results.However,through the investigation,some problems still exist,such as unreasonable contents of the subsidies,too little capital investment and so on,and puts forward some perfect countermeasures.The first part is the introduction,which introduces the background and significance of the research,summarizes the related research status at home and abroad,and expounds the ideas and methods of the research,as well as the innovation points and shortcomings.This paper is of practical significance to promote the development of high-quality professional farmers in Jiangxi Province and speed up the transformation from traditional agriculture to modern agriculture.It enriches the research contents of the financial subsidy policy for the training of professional farmers in Jiangxi Province,consolidates the theoretical basis for building a new rural area in beautiful Jiangxi Province,and also has high academic value.To Review and study the relevant literature on financial subsidies for professional farmers' training at home and abroad,and to analyze and refine the contents of the collected literature,the present situation and Research Direction of financial subsidy for professional farmer training at home andabroad are introduced in detail.The second part of the core concept and theoretical basis,mainly professional farmers training,financial subsidies to define and explain the two concepts,and professional farmers training of the theoretical basis of financial subsidies were introduced and explained in detail.The third part of the development process and effect of Jiangxi Province's financial subsidy policy for professional farmers' training are introduced,including the development process of Jiangxi Province's financial subsidy,a series of changes,and the continuous increase of financial support,all these years of development have paid off.The fourth part is an empirical analysis of the financial subsidy for the training of professional farmers in Jiangxi Province,through questionnaires,interviews and other forms of farmers,training institutions and relevant government departments to analyze the current Jiangxi Province Professional Farmers Training Subsidy Policy Implementation of the relevant situation.The fifth part of the investigation and analysis of the problems and reasons,pointing out the problems in the implementation of financial subsidies for professional farmers training policy,and the analysis of the problems.This paper analyzes the current financial subsidy policy of professional farmer training in Jiangxi Province from the aspects of subsidy content,Subsidy Fund,local finance supporting one-size-fits-all,subsidy process,etc.,the reasons are as follows: The content of subsidy is unreasonable,the source of fund is single,and the regulatory system of subsidy is not perfect.The sixth part is the countermeasure research of perfecting the financial subsidy of professional farmer training.It puts forward four countermeasures,namely,innovating subsidy methods to increase subsidy efficiency,establishing multi-channel fund raising mechanism to increase central financial input,local supporting policies should vary from place to place,improving subsidy policy supervision and performance evaluation mechanism,do a good job of financial subsidy policy for professional farmer training in Jiangxi Province.
