With the rapid development of education informationization, the basic education in rural areas has become the focus and difficulty of the current education informationization in China. Teachers are the key factors in the education system, and the quality of the teacher directly affects the quality of the rural education. Improving the professional quality of rural teachers for education informationization is the key to promoting the rural education informationization.At present, the international situation and national policies are required to improve the professional quality of teachers, and promote the professional development of teachers. In 1996, the United Nations Educational, Scientific and Cultural Organization issued a "Education- wealth contained in which" and the state promulgated the "national long-term education reform and development plan(2010-2020)", are reflected in the promotion of teachers' professional quality is a top priority. The education informationization and sustainable development provide new requirements to the rural teachers' professional quality in the professional knowledge, professional ability, professional affection and other aspects. Under the constraints of the historical and realistic factors, the professional quality of rural teachers has become the key factor to restrict the development of rural basic education and the quality of education. Therefore, it is important to make a research on the professional quality of rural teachers in the educational informationization, and to develop the corresponding evaluation index system, which can make up for the deficiency of the research and also have important theoretical value and practical significance.This thesis is based on the research of the rural teachers' professional quality and its evaluation index system, which is based on the education informationization and comprehensive use of the literature research method, factor decomposition method, expert opinion survey method,questionnaire survey method and other research methods. Then, according to the structure of the teacher professional quality, the evaluation index system of rural teachers' professional quality is proposed, which includes the evaluation index, the evaluation standard and the weight calculation.Next, after a number of changes to the topic group members, and through the network in the form of a questionnaire sent to 8 colleges and universities, the Nanjing Normal University, Shaanxi Normal University, Inner Mongolia Normal University a total of 18 experts try to investigate and formal expert opinion questionnaire survey, the main purpose is to evaluate the index system framework, the first evaluation index, the second evaluation index, the third evaluation index, the suitability of the three evaluation index and so on.Through the analysis of the two expert opinion survey statistics, the initial evaluation index system for the two amendments. Then, the network questionnaire and paper questionnaires in the Inner Mongolia Autonomous Region, 4 provinces or autonomous regions of Jilin Province, Anhui Province, Shandong Province, 10 rural areas in 15 primary and secondary schools a total of 284 teachers surveyed. Ask the teacher to sort the importance of the evaluation index system of the evaluation index system, and judge the suitability of the evaluation criteria. According to the importance of evaluation index, the weight of evaluation index is calculated, and the third revision of the evaluation index system is made. Finally, the purpose and significance of the evaluation index system, the use of instructions, methods and other aspects of the system are described.Through the process of constructing the evaluation index system, the paper finally draws the evaluation index system of the rural teachers' professional quality which is oriented to the education informationization, specifically by the professional knowledge, professional ability, professional affection the first 3 level indicators, General cultural knowledge, mental health education ability,professional ethics and other the second 23 level indicators, human science knowledge, left behind children's health education ability, professional spirit and so on the third 79 level indicators and the corresponding evaluation criteria, weight and the evaluation index system of the six major components. The paper gives a detailed description of the use of the evaluation index system.The evaluation index system can be used to measure the composition and evaluation of professional quality of rural teachers in China oriented educational informationization and development level.
