University teachers are crucial to a university,and its teaching ability and teaching level will directly affect the quality of higher education.Therefore,how to formulate teacher development plans and promote teacher development will become the key tasks of colleges and universities.Against the background of the sharp decline in the quality of higher education in Taiwan,the Taiwan Provincial Education Authority has launched the “Reward University Teaching Excellence Program”.The purpose is to emphasize the concept of “teaching core value” and to guide the development of “re-scientific research and light teaching” among universities in the island through the establishment of competitive funding programs.Under the impetus of the “Reward University Teaching Excellence Program”,universities in Taiwan have established teacher development centers to promote teachers' teaching ability and teaching level in order to arouse teachers' emphasis on classroom teaching.With a relatively perfect operating mechanism,the university teacher development center in Taiwan not only grows rapidly,but also efficiently runs mechanisms related to decision-making,incentives,supervision,and evaluation.Its reform not only promotes the improvement of teachers' teaching ability,but also promotes student development.However,the university teacher development center in Taiwan is not perfect.There are still some problems related to roles and functions,teacher structure,teacher-student participation and funding.Compared with Taiwan,the mainland university teacher development center is in the early stage of development,and many institutional contents can be improved by learning from the experience of Taiwan.The article is divided into five parts.The first part is the introduction part,which introduces the research purpose,research significance and research methods of this research.At the same time,it summarizes the domestic and foreign literature contents of this research,and summarizes the core concepts of this paper.The second chapter is the implementation of Taiwan.The “Reward University Teaching Excellence Program” policy introduces the development process and implementation;the third chapter summarizes the achievements of the Taiwan University Teacher Development Center and the “Reward University Teaching Excellence Program” for universities in Taiwan.The promotion role of the teacher development center reform is comprehensively combed;the fourth chapter analyzes the operation mode of the university teacher developmentcenter in Taiwan by taking the example of Tamkang University,and evaluates the development of Taiwan university teachers from the specific strategies and practical effects of Tamkang University.The superiority of the central operation mode;the fifth chapter is the summary and enlightenment,objectively evaluate the achievements of the university teacher development center in Taiwan and the limitations that still exist,and make recommendations on the development of teachers in mainland China with reference to the development of Taiwan.
