Higher vocational education has occupied half of higher education. Ithas cultivated a large number of high-skilled talents for the enterprises. In recent years,with the adjustment of industrial structure, the enterprises’ requirements for high-skilledtalents have been becoming stricter and stricter and the graduates in higher vocationalcolleges cannot adapt to the requirements of the enterprises. So, many vocationalcolleges have begun to explore new talent-cultivation model. Talent cultivating mode of“Order-based” is a new sort of cultivation model which can adapt to social developmentand business requirements. It not only can improve high-skilled talents’ quality andpromote the sustainable development of colleges, but also cultivate a large number ofhigh-skilled talents for enterprises and strengthen the enterprise’s talent team. It hasgradually been accepted by many vocational colleges and enterprises.Talent cultivating mode of “Order-based” is a kind of training model that bothschools and enterprises jointly carry out plans of talent training and sign the contract.Enterprises participate in the entire training process and cooperate in deeply withschools in teachers, technology, equipment. Through the school and the enterprise twoteaching environment, realize the combination of the theory and practice teaching. Aftergraduation, students directly enter into the enterprises that signed employmentagreement.The author studies this problem from the following five aspects:Chapter one is exordium. It has studied research reason, research significance, thecore concepts about talent cultivating mode of “Order-based”, literature review, researchmethods. Firstly, choose the problem for three reasons. It is the need to realize thetalents training goal of higher vocational education; It is the need`to serve the development of regional economy and there are problems in talent cultivating mode of“Order-based” in higher vocational colleges. Secondly, research significance: theresearch has enriched the theory of talent cultivating mode of “Order-based” andprovided certain reference for similar higher vocational colleges. Thirdly, it has definedthe core concept of talent cultivating mode of “Order-based”.Lastly, it has summarizedthe related research of the foreign and domestic and fund the weakness.Chapter two has studied the basic theory of talent cultivating mode of“Order-based”. Firstly, it has studied the theoretical basis of the talent cultivating modeof “Order-based”. The CBE mode and the thought of “the combination of the teaching,learning and doing”are the two theoretical basis of the talent cultivating mode of“Order-based”. Secondly, it has studied the connotation of the talent cultivating mode of“Order-based”. Thirdly, it has studied the conditions of the talent cultivating mode of“Order-based” implementation: government support and perfect laws and regulations,the demand and the support from the enterprises, the characteristics and strength fromthe colleges as well as the students’ active participation. Lastly, it has studied thecharacteristics of the talent cultivating mode of “Order-based”.Chapter three has analyzed implementation of talent cultivating mode of“Order-based” in a vocational college in Chengdu; Summarized the achievements of thecollege in Chengdu implement “Order-based”.1. College has played an active rolemodel.2. Implementing of “Order-based” has promoted professional construction.3.College has established many practice base.4. College has great importance to thecooperation of Chinese-foreign in running schools and broadened the scope of “order”.Through questionnaires, interviews, it has analyzed the problems in a college inChengdu.1. Problems are as follows in higher vocational college: Construction of theteacher team is unreasonable; the curriculum is not reasonable; Practice contents do notconform to the requirements of the job and“Order-students” are lack of dynamicmanagement.2. The problems are as follows in the enterprises: The enterprise is lack ofcommunication with students; Enterprises is lack of humanized management; enterprise’management risk impacts on “Order-students”.“Order-students”also face someproblems: Some students are lack of initiative; Some students have difficulties in furtherstudy; Some students are lack of adaptability in the job.Chapter four has analyzed the reasons of the problems in talent cultivating mode of“Order-based” in a higher vocational college in Chengdu in the ways of deep andcomprehensive. It has analyzed the reasons mainly from the government and the education administrative department, school and enterprise. The government and theadministrative department have not formulated relevant laws and regulations and havenot provided sufficient funds. School is mainly lack of advanced educational thought,and the strength is not strong in the aspects of teachers and training resources.Enterprises are lack of correct understanding, and lack of enthusiasm.Chapter five, it has provided some recommendations and solutions according to theproblem of talent cultivating mode of “Order-based”. Government and educationmanagement departments should put out relevant policies;Establish a security system inlaws and regulations and should support all aspects of work. Colleges should constructfeatures and professional advantage and obtain a variety of “Order”.Colleges shouldstrengthen the construction of teacher team; Set up reasonable curriculum andstrengthen the pertinence of training content; Set up the evaluation system of“double-certificate”. Enterprises should provide practice places and increase investment;Participate talent cultivating and feedback the effects; Strengthen talent managementand improve the economic benefit.In the paper, it has sorted out the basic theory of “Order-based” through literaturestudy. The author has discussed and analyzed some issues about “Order-based” trainingmodel by the investigation methods of the questionnaire, interview and a case analysis.It also has found the causes of the problems existing in the sample schools and put outsome solutions in order to improve sample school “Order-based” training model. At thesame time, it has provided reference for the same kind of higher vocational colleges.
