Vocational education is an inevitable requirement for social and economic development, and it is the important way to promote the development of quality education. Vocational education is the need to improve and strengthen the national education system, it is important to reflect the modernization of education. Secondary vocational education as an important part of vocational education, which affects not only the level of development of secondary vocational education graduates' personal future, but it also for the ability to achieve the social justice, economic health as well as social harmony.This paper uses the case of Handan Finance and specialized secondary school to analyze the employment issues of secondary school graduates in small cities. The first chapter describes the background and significance of employment issue. The second chapter introduced the key concepts and theories involved in the paper, including employment theory and the theory of traditional development economics. The third chapter discusses the employment status of secondary school graduates through questionnaires. In this part, the paper use the case of Handan Finance and specialized secondary school, and through the practice of investigation of secondary vocational colleges for the current employment situation to get the view of employment problems of secondary vocational graduates. The fourth chapter explores the employment situation of graduates small cities vocational secondary institutions based of empirical findings. The fifth chapter proposes some suggestions and measures to improve the employ ability of secondary school graduates.
